Facilities Master Planning Lead
Anglicotech Philippines is an established, rapidly growing, U.S. veteran-owned small business licensed in the Philippines. ATPH has established a long-term position in support the U.S. Marine Corps' Global Positioning Network (GPN) program with 2 major sites in Subic Bay. We are leveraging this position to execute a vision that includes building a Philippine Sovereign Ammunition Enterprise in coordination with the Philippines Department of National Defense (DND).
The partnership will be executed through a Memorandum of Cooperation (MOC) between the Philippines Defense Group/AT Philippines and the Philippines DND Government Arsenal (GA).We are seeking a part-time Facilities Master Planning Lead with immediate availability to translate the MOC and associated campaign plan into 2 major strategies - ammunition Storage and Production - into a phased, safe, permit-aware facilities and site portfolio covering plants, utilities, storage, testing, transportation, environmental constraints, ROM costs, and implementation sequencing.
There is flexibility regarding employment model - including being a retained consultant or a part-time W2 employee. Utilization is expected to be between 50% and 70%.
Possible U.S. location with significant travel to Philippine Sites Government Arsenal (GA) and candidate Philippine site locations. The Individual will lead the Facilities IPT and report to the Program Manager.
A salary range of $181,333 - $213,333 is available for this position. Compensation will be determined based on factors including experience, education, certifications, and technical qualifications. Lead site and facility data collection, inspections, condition assessment, constraint mapping, and data-confidence grading. Convert ammunition storage and production architectures into facility, land, utility, testing, safety-distance, transportation, and workforce-support requirements. Develop screening criteria and compare modernization, brownfield expansion, and greenfield alternatives. Coordinate explosives safety, environmental/permitting, utilities, security, logistics, geotechnical, civil, structural, and process-engineering inputs. Create concept layouts and phased site portfolios that preserve GA operations and enable future expansion.
Develop Class 4/5-style ROM costs and schedules appropriate to Phase 0, with explicit assumptions, exclusions, and contingency logic. Integrate the Facilities Master Plan with the Industrial, Supply Chain, Modernization, Capital Formation, and Business Case products. Specify the Phase 1 technical work: surveys, environmental studies, geotechnical work, utility studies, concept/FEED design, permitting, and stakeholder approvals.
Direct responsibility for facility master plans, site selection, brownfield modernization, phased development, utilities, and ROM cost/schedule development. Working knowledge of process safety, hazardous materials, explosive or separation-distance concepts, fire protection, security, environmental permitting, and operational continuity. Ability to integrate process requirements with civil, structural, MEP, utilities, storage, testing, transport, and site constraints. Experience leading multidisciplinary A/E teams and communicating concept-level uncertainty responsibly.
Ability to travel to and inspect Philippine sites.
Ammunition, energetics, arsenal, weapons, or military storage/production/testing facility experience. Philippine engineering, construction, environmental, utility, and permitting experience or an established local partner network. Professional engineer, architect, certified planner, cost engineer, or comparable credential. Experience with U.S./NATO explosive safety standards and reconciliation with host-nation requirements. Owner's representative experience supporting capital formation and investor technical diligence.
