Manager, Portfolio Management - Community Finance Global Enterprise Affairs
Responsible for overseeing the credit administration and risk management of Capital One’s Community Finance assets, including construction debt, permanent debt, and LIHTC equity investments.
Role SummaryMonitor construction progress, lease‑up velocity, and stabilized operations to ensure investments continue to meet financial performance and risk exposure. Serve as the early warning system for the bank by identifying risks, proposing mitigants, and maintaining data integrity. Manage day‑to‑day oversight of assigned portfolio and focus on risk mitigation.
Primary Responsibilities- Proactively manage a portfolio of LIHTC equity and debt facilities, ensuring all financial covenants, reporting requirements, and compliance milestones are met.
- Lead annual and quarterly reviews, support periodic portfolio reviews.
- Conduct regular financial statement analysis and site inspections to identify credit trends or construction delays and develop mitigation strategies.
- Approve draws, construction budgets, and lien waivers; partner with consultants to keep projects on schedule and within budget.
- Maintain accurate internal system data reflecting portfolio risk profiles.
- Collaborate with borrowers, syndicators and internal stakeholders as the primary point of contact.
- Identify and implement workflow improvements to enhance portfolio monitoring and support a culture of well‑managed assets.
- High School Diploma, GED, or Equivalent Certification.
- At least 4 years of experience in Asset Management, Portfolio Management, or Commercial Credit Analysis.
- At least 2 years of experience within Affordable Housing, LIHTC, or Commercial Real Estate Finance.
- Bachelor’s Degree in Finance, Accounting, Real Estate, or related field.
- Experience managing construction‑to‑permanent loan conversions.
- Deep understanding of Section 42 regulations and LIHTC equity structures.
- Strong proficiency in financial modeling and interpreting complex partnership agreements.
- Demonstrated ability to influence internal partners and external clients through confident, data‑driven communication.

CompensationChicago, IL: $149,800 - $171,000. McLean, VA: $164,800 - $188,100. Salary ranges are location specific and subject to change.
