POSITION OVERVIEWSCC is seeking a federal financial management professional to serve as Financial Specialist in direct support of EPMU budget and financial operations. This Key Personnel role provides expert financial analysis, budget execution support, reconciliation, audit readiness, and Life-Cycle Cost Estimate (LCCE) development services to the EPMU CAS team. The position requires direct experience with DHS financial systems and federal budget processes.
KEYDUTIES AND RESPONSIBILITIES
- Support the EPMU federal budget and finance lead in compiling budget and financial data; prepare data visualizations, spreadsheets, and briefings using FFMS and FileOnQ/Web View (PWS Section 3.6).
- Provide financial reconciliation support: identify errors, duplications, and omissions in financial/budget documents and recommend corrective actions.
- Document the customer invoice and payment process; coordinate receipting and ticketing dashboards with OFM and OAQ; maintain invoice validation records.
- Provide financial analysis and accounting support to ensure audit readiness and sound account management.
- Create and maintain EPMU acquisition budget dashboards; support spend plan tracking for all activities including obligated, committed, and expensed amounts.
- Develop and support Automated Cost Estimating Integrated Tools (ACEIT) modeling for Life-Cycle Cost Estimates (LCCEs), affordability memos, and Summary of Funding (SOF) tracking.
- Prepare ad hoc financial reports, briefings, and action correspondence as required by Federal Leads.
- Support OMB Exhibit 300 documentation, Resource Allocation Planning (RAP), and Program Assessment Rating Tool (PART) updates.
- Assist with quarterly V&V audits of open obligations; coordinate with OFM to ensure ICE financial statements accurately reflect obligation balances.
- Bachelor's degree in Accounting, Finance, Business Administration, or a related field (required per PWS Section 4.5)
- Minimum three (3) years of relevant and recent progressive experience in federal financial management, accounting, or budget analysis
- Experience using DHS financial systems, including FFMS and FileOnQ/Web View, for processing, tracking, and reporting financial transactions
- Strong knowledge of federal financial regulations, OMB circulars, and DHS-specific financial policies and procedures
- Experience with budget formulation, execution, and monitoring; ability to recommend resource allocation and financial planning strategies
- Proficiency in Microsoft Excel; ability to extract, manipulate, and interpret data from FFMS and FileOnQ/Web View
- U.S. Citizenship; must be eligible for and obtain DHS Public Trust clearance
- CPA (Certified Public Accountant) or CGFM (Certified Government Financial Manager) certification
- Advanced degree in finance, accounting, or related field
- Knowledge of INVEST, ACEIT, and LCCE methodologies
- Experience with DHS or ICE-specific financial management practices and audit readiness programs
- Familiarity with GAO and DHS OIG audit processes
- Experience developing OMB Exhibit 300 and IT investment documentation
- Familiarity with financial and statistical analysis software
