Senior Human Resources Specialist

We are looking for an experienced Senior HR Specialist to provide HR support services for a federal client. The role is contingent upon contract award.

• Act as project SME, review all incoming recruitment requests and consult with HR staff regarding position/job requirements.
• Draft job opportunity announcements (JOAs) in the USA Staffing System.
• Process applications received via USA Staffing, conduct verification of CTAP and ICTAP, and adjudicate veterans’ preferences and minimum qualifications.
• Contact applicants from the ranking list and provide applicable notifications via USA Staffing.
• Conduct quality reviews of all referral candidates, ensuring accurate ratings and possession of critical competencies.
• Issue referral lists electronically in USA Staffing in accordance with merit systems principles and delegated examining procedures.
• Respond to applicant inquiries.
• Conduct audits of returned certificates and send disposition notices to non‑selected candidates.
• Respond to regular inquiries from internal stakeholders regarding staffing, recruitment, and/or classification actions.

• High school diploma or GED required; bachelor’s degree preferred.
• Active DE Certification.
• Minimum 7 years of related work experience as a federal employee or contractor.
• Knowledge and experience with USA Staffing systems, Delegated Examiner Unit, OPM classifications, and federal HR policies, procedures, and regulations.
• Ability to successfully pass a federal background check.
• Proficiency in operating office equipment (computers, copiers, fax machines, labelers, etc.) to scan, file, and store documents, and in Microsoft applications (Word, Excel, etc.).

• Must be able to remain in a stationary position up to 90% of the time.
• Constantly operate a computer and other office productivity machinery.
• Occasionally move about the office to access file cabinets, office machinery, etc.
• Must be able to communicate information and ideas clearly.
• Frequently move boxes weighing up to 20 pounds across the office.
• Occasionally ascend/descend stairs, ladders, or ramps.
• Noise level may be loud at times.
