Senior Manager, Technical Program Management (Risk Tech)

Lead programs that deliver on critical business goals and build large‑scale products & platforms. Work within Capital One’s Risk Tech organization, which transforms risk management into a real‑time, intelligent discipline powered by modern products and technical capabilities.

• Lead cross‑functional technical programs, collaborating with product, engineering, design, and data science teams to deliver high‑impact solutions.
• Identify and mitigate technical risks throughout the delivery life‑cycle.
• Set and communicate the vision, secure commitments on deliverables, and unblock teams to achieve business impact.
• Ensure compliance with BSA/AML regulations and global laws while delivering on regulatory requirements.

• Strong technical background building highly scalable platforms, products, or services.
• Exceptional communication, collaboration, and influencing skills.
• Quantitative problem‑solving approach and ability to simplify complex technical concepts.
• Deep focus on execution, follow‑through, accountability, and results.
• Cross‑team collaboration across functions, organizations, and reporting boundaries.
• High emotional intelligence, good listening, and empathy for teams and partners.

• Bachelor's Degree.
• At least 5 years of experience managing technical programs.

• 5+ years designing and building data‑intensive solutions using distributed computing.
• 3+ years building distributed systems & highly available services using cloud computing (preferably AWS).
• 3+ years building highly scalable mobile products & platforms.
• 3+ years experience with Agile delivery.
• 3+ years delivering large and complex programs, owning business or technical vision, and securing deliverable commitments.
• Experience building systems & solutions within a highly regulated environment.
• Bachelor's Degree or higher in a related technical field (Computer Science, Software Engineering).
