Position Overview: This Software Development Manager is a key team member of Freddie Mac's Enterprise Risk Management (ERM) Technologies Team within the Enterprise Business Technology Office. The Financial Crimes and Compliance technology team partners with the Enterprise Financial Crimes and Compliance organizations to deliver capabilities that transform the businesses. This role leads a sophisticated portfolio of the financial crimes and compliance solutions within the ERM technology organization.

The Software Development Manager will lead multi-discipline technology teams, provide technical mentorship, interface with vendors, and ensure alignment between programs, business partners, and Enterprise Operations and Technology teams and strategies. This position requires a strong communicator who can translate complex technical issues into easily understood communications and will shape the work of software engineers.

• Delivery of Enterprise Financial Crimes solutions, including fraud case management and fraud detection technologies, to optimally assess and track all risks, issues, controls, and compliance.
• Delivery and support of solutions for the Compliance organization, including solutions for conflict of interest.
• Adoption of FHFA comprehensive Regulatory Reporting modifications and resolution of outstanding data quality issues.
• Integration with a common Enterprise Risk Management (ERM) data platform to enable effective ERM data analytics and reporting.

• Lead development teams to design, develop and maintain software applications portfolio.
• Continue to improve our portfolio by modernizing our technology and team capabilities, taking advantage of emerging trends.
• Assess architectural changes, technology platform decisions, and new technology selection and introduction for its impacts to the business.
• Lead the reporting and remediation of security vulnerabilities and application obsolescence.
• Engage with business users, application owners and other parties to understand business needs and processes; identify solutions, present and guide project teams/sponsors in identifying the best solution.
• Establish operational objectives and work plans. Prepare materials for Senior management reviews. Involved in developing, modifying, and executing company policies that affect immediate operations with company-wide impact.
• Implement solutions to satisfy Corporate and FHFA scorecards.
• Regularly interact with senior management or executive levels on matters concerning Financial Crimes and Compliance area and/or customers. Influence others in sensitive situations while maintaining productive business relationships.
• Provide solutions support when issues are identified by the Product/Business Team or triaged by Global Operations.
• Attract, recruit, retain, and develop top talent.
• Be a role model and a technical mentor to junior and midlevel developers, working with a collaborative and technology-savvy team.

• 8-10+ years of software development and delivery experience.
• 3+ years of software management experience.
• Hands-on development experience with cloud platforms (AWS, Azure), modern architectures (microservices), development languages (Java, JavaScript, Python), and Dev Sec Ops .
• Experience directing a team of 10+ technology professionals.
• Experience with SaaS implementations.
• In-depth experience designing solutions that are secure, resilient, scalable, and transformative.
• Strong work ethic, self-motivated, independent, and able to work with minimal direction.
• Experience with Agile development and product teams.
• Experience with model governance and AI.
• Bachelor's degree or equivalent work experience.

Strong technical background, experience with software development management, and experience with stakeholder management are key in this role.
