Joseph & Associates is seeking a Data Engineer to support a Department of Homeland Security (DHS) program. The successful candidate will design, develop, and maintain scalable data pipelines and enterprise data solutions that enable analytics, reporting, forecasting, and mission‑critical decision‑making across complex operational environments.

This role requires expertise in data integration, ETL/ELT development, cloud‑based data platforms, and data governance practices. The Data Engineer will work closely with Data Scientists, Analysts, Architects, and stakeholders to ensure reliable access to high‑quality data that supports operational, programmatic, and strategic objectives.

Key Responsibilities
  • Design, develop, test, and maintain scalable ETL/ELT pipelines to ingest, transform, and integrate data from multiple structured and unstructured sources.
  • Build and optimize enterprise data workflows supporting reporting, business intelligence, advanced analytics, and machine learning initiatives.
  • Integrate data across operational, administrative, and enterprise systems while ensuring data consistency, integrity, and accessibility.
  • Develop and maintain logical and physical data models, schemas, metadata repositories, and data dictionaries.
  • Implement data quality frameworks, validation processes, automated testing, and monitoring solutions to ensure data accuracy and reliability.
  • Support data governance initiatives, including data lineage, metadata management, access controls, and compliance requirements.
  • Optimize SQL queries, database performance, and large‑scale data processing workflows.
  • Collaborate with Data Scientists and Analytics teams to operationalize predictive models and analytical solutions.
  • Support enterprise reporting platforms and dashboards by delivering trusted and timely data products.
  • Troubleshoot and resolve data integration, transformation, and performance issues across complex data environments.
  • Document data architectures, pipeline designs, transformation logic, and operational procedures.
  • Participate in Agile development activities, including sprint planning, backlog refinement, and peer reviews.
Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Data Engineering, Mathematics, Statistics, or a related technical discipline.
  • 5+ years of experience designing, developing, and maintaining enterprise data solutions.
  • Strong expertise in SQL development, query optimization, and relational database design.
  • Experience building and supporting ETL/ELT pipelines using modern data integration tools and frameworks.
  • Experience working with cloud‑based platforms such as AWS, Azure, or Google Cloud Platform.
  • Strong understanding of data warehousing concepts, dimensional modeling, and data architecture best practices.
  • Experience implementing data quality, validation, and governance processes.
  • Experience with Python, Spark, Scala, or other data engineering technologies.
  • Experience working with large‑scale structured and unstructured datasets.
  • Strong analytical, troubleshooting, and communication skills.
  • Active DHS Suitability or ability to obtain and maintain a DHS Public Trust.
Preferred Qualifications
  • Experience supporting DHS, ICE, CBP, USCIS, DOJ, DoD, or other federal government programs.
  • Experience with AWS services such as S3, Glue, Lambda, Athena, Redshift, EMR, RDS, or similar cloud‑native technologies.
  • Experience supporting machine learning, AI, or advanced analytics environments.
  • Experience with modern data orchestration and workflow tools.
  • Familiarity with Power BI, Tableau, Quick Sight, or other enterprise reporting platforms.
  • Experience working in secure, compliance‑driven environments.
  • Knowledge of CI/CD, Infrastructure as Code (Terraform), and Dev Sec Ops  practices.
Clearance Requirement
  • Active DHS Public Trust.
