Leidos is looking for an experienced Program Manager to lead a dynamic team of approximately 25 employees and subcontractors in providing engineering support for a government contract. In this role, you will oversee the planning and execution of contract tasks, ensuring timely completion while fostering a collaborative and high-performance environment. You will engage with all levels of management, demonstrating the leadership and communication skills needed to successfully manage a complex program.

Responsibilities
  • Act as the primary point of contact for all aspects of contract performance, including technical, staffing, cost, schedule, and security.
  • Quickly fill vacancies with qualified personnel, ensuring all team members meet security clearance requirements.
  • Maintain a results-driven program atmosphere focused on professional development and expertise.
  • Ensure team members stay current with evolving technologies and maintain required competencies.
  • Assign and schedule technical personnel to meet project deadlines effectively.
  • Collaborate closely with program and customer teams to fulfill all contract obligations on time and to high standards.
  • Regularly review and update program processes to align with current program needs and customer requirements.
  • Communicate program procedures effectively to all personnel involved.
  • Monitor and manage budgetary and labor resources diligently.
  • Make informed, strategic decisions regarding finances, personnel, and resources in the best interests of the team and client.
  • Oversee procurement and travel activities thoroughly and efficiently.
  • Manage subcontractors and third-party collaborators.
  • Meet or exceed financial targets related to revenue and organizational fees.
Required Clearance

Must possess a TS/SCI Polygraph for consideration.

Required Education, Skills, and Experience
  • A Bachelor's degree with at least 8 years of relevant experience; work experience may substitute for formal education.
  • At least 5 years of leadership experience in managing contractor personnel and deliverables in a similar contract environment.
  • Expertise in requirements documentation and project planning based on customer needs.
  • Experience with in a government operating environment is essential.
  • Proven track record in managing diverse teams effectively, demonstrating strong organizational leadership and a blend of analytical and problem-solving skills.
  • Exceptional verbal and written communication abilities.
  • Capability to work with various company support functions (project control, finance, HR, etc.) to effectively manage and grow the program.
  • Aptitude for building strong relationships with key stakeholders at all levels.
  • Ability to inspire and engage employees meaningfully.
  • Familiarity with project and program management best practices.
  • Experience working collaboratively with HR on performance management.
Desired Qualifications
  • Experience in technical operations is preferred.
  • Strong analytical skills for estimating costs and resources for project needs.
  • Experience in developing and executing strategic plans.
  • Knowledge of process improvement methodologies like Lean Six Sigma.
  • Experience in overseeing mission-critical IT operations.
  • Background in manufacturing environments is a plus.
  • A Master's degree or equivalent professional experience is desirable.
  • PMP certification would be a significant advantage.
