POSITION SUMMARY

SCC seeks a highly experienced Acquisition Project/Program Manager to serve as a Key Personnel resource supporting the U.S. Coast Guard (USCG) Engineering & Procurement Management Unit (EPMU), Contracts and Acquisitions Section (CAS). This individual will serve as SCC's single point of contact for the EPMU CAS Section and the Contracting Officer's Representative (COR), providing day-to-day program management oversight, acquisition lifecycle support, and expert guidance across all tasks described in the Performance Work Statement (PWS).

The ideal candidate brings deep knowledge of Federal acquisition policy, strong program/project management credentials, and the interpersonal acuity to collaborate effectively with senior Federal stakeholders.

ROLES AND RESPONSIBILITIES

The Project Manager will be responsible for the following, in accordance with the PWS:

Contract & Program Oversight
  • Serve as SCC's designated single point of contact for all matters pertaining to work performed under this contract, interfacing directly with the EPMU CAS Section and the COR.
  • Ensure compliance with all contractual obligations, deliverable timelines, and performance standards defined in the PWS.
  • Establish and maintain master program plans, integrated schedules, and performance baselines to support continuous, uninterrupted mission support.
  • Designate and prepare a single qualified alternate who can assume full authority in the Project Manager's absence; ensure the alternate is equally capable of representing SCC on all contract matters.
Acquisition Lifecycle Support
  • Provide expert program management support across all phases of the Federal acquisition lifecycle, from requirements definition and acquisition planning through contract award, administration, and closeout.
  • Interpret, apply, and develop acquisition and program management procedures, policy, rules, regulations, and guides in support of USCG EPMU CAS mission requirements.
  • Support the preparation and review of acquisition documentation within established Procurement Acquisition Lead Times (PALTs) and milestone schedules.
  • Assist in the development and maintenance of acquisition strategies, Statements of Work, Independent Government Cost Estimates, and other pre-award documentation as required.
Project Tracking & Reporting
  • Develop, maintain, and deliver program status reports, dashboards, and management products using Microsoft Excel, Microsoft Project, SharePoint, and other Government-approved tracking tools.
  • Monitor key performance indicators (KPIs), schedule variance, and resource utilization; proactively identify and elevate risks to the COR.
  • Prepare and submit all required deliverables in accordance with the PWS Deliverables Schedule, including Staffing Plans, Transition Plans, and Program Management Work Products.
Stakeholder Communication & Coordination
  • Communicate effectively, both orally and in writing, with senior Federal personnel, program offices, and contracting officials.
  • Coordinate with SCC subcontractors, teaming partners, and staff to ensure alignment with program objectives and quality standards.
  • Facilitate meetings, prepare briefings, and document action items and decisions for Government review.
  • Oversee SCC contractor staffing to ensure a minimum 90% of required staff are present during core business hours (9:00 AM – 3:00 PM ET, Monday–Friday), in accordance with contract requirements.
