Summary:

The Program Manager is responsible for the overall management and execution of contract requirements, including task order management, program performance, staffing, schedules, deliverables, and customer coordination. The Program Manager serves as the primary point of contact with OFLC Headquarters, the Contracting Officer’s Representative (COR), and other Agency stakeholders. This position ensures contract requirements are met on schedule and within established performance standards while identifying and mitigating program risks, resolving issues, and providing leadership with accurate performance and production reporting.

Responsibilities:
  • Manage the overall execution and performance of contract requirements, ensuring deliverables, milestones, and performance objectives are met.
  • Serve as the primary point of contact with OFLC Headquarters, the COR, Contracting Officer, and other Agency stakeholders.
  • Manage and coordinate Task Orders issued under the IDIQ, including requirements, staffing, schedules, deliverables, and customer expectations.
  • Lead application development, operations, support, data management, and related IT service delivery activities.
  • Develop and maintain program plans, schedules, milestones, performance metrics, and resource requirements.
  • Coordinate cross-functional teams and ensure effective collaboration among technical, functional, and customer stakeholders.
  • Monitor program performance, identify risks and issues, and develop and implement mitigation and corrective action plans.
  • Prepare and provide regular program status, performance, production, and other management reports.
  • Ensure compliance with contract requirements, policies, procedures, quality standards, and applicable Government regulations.
  • Manage staffing requirements, personnel performance, resource allocation, and workforce planning to support contract objectives.
  • Support customer meetings, program reviews, briefings, and other governance activities.
  • Facilitate Agile/Scrum practices and support continuous improvement of program processes and service delivery.
  • Collaborate with technical teams on application development, data management, cloud migration, systems integration, and SDLC activities.
  • Support program growth and new Task Order opportunities by evaluating requirements, developing staffing approaches, and coordinating technical and management inputs.
  • Establish and maintain strong customer relationships while proactively managing expectations and addressing emerging requirements.
  • Ensure timely communication of program status, risks, decisions, and required actions to Government and company leadership.
Qualifications:
  • Bachelor’s degree from an accredited institution required; graduate degree such as a JD, MBA, or MPA preferred.
