Position: SUPERVISORY PROCUREMENT ANALYST with Security Clearance
Duties
* You will serve as a supervisor to senior level (GS-13, GS-14) Procurement, Management, and Business Analysts, planning, assigning, and evaluating the work of subordinate personnel and providing counseling, coaching, mentoring, and instruction.
* You will provide technical direction, guidance, and advice on contracting issues, programs, policies and initiatives designed to support the Navy Field Contracting System.
* You will represent the Assistant Commander and Deputy Assistant Commander for Contracting Management at meetings, conferences, and seminars conducted by the Command, DON, and DOD.
* You will recommend policy changes to contracting/procurement regulations when regulatory inadequacies or inefficiencies are discovered.
* You will be responsible for the development and execution of strategic contracting policies and initiatives.
* You will be responsible for management and execution of NAVSUP Head of Contracting Activity (HCA) procurement oversight functions, which includes the execution of the Procurement Performance Management Assessment Program (PPMAP) Requirements Conditions of employment
* Must be a US Citizen.
* Must be determined suitable for federal employment.

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: utilizing a mastery of acquisition laws, principles, and regulations to generate new procurement concepts; plan, manage, or review procurement for multi-million, multiple year service contracts; and plan, manage, and make decisions/recommendations affecting the content, interpretation, development, or implementation of complex, long-range, policies and programs related to acquisition management. Specific duties include:
1. Develop and execute strategic contracting policies and initiatives within an enterprise and other commands;
2. Provide oversight ensuring field contracting activities are performing efficiently, within assigned guidance, and in a cost effective manner;
3. Represent the command serving as an expert and providing advice on contracting/business aspects and identifying and resolving controversial procurement and contracting issues
4. Devise innovative and more efficient/effective methods and processes in support of procurement programs;
5. Oversee a contracting/procurement operation, providing advise and guidance to subordinate employees while planning, assigning, and monitoring/evaluating contracting and procurement work.
