Analyze a variety of data from different sources and consult with other subject matter experts on the effective delivery and compliance of environmental programs within VDOT. Ensure compliance with state and federal laws, regulations and policy for complex environmental programs and services. Maintain VDOT's compliance in all aspects of program and project delivery. Provide interpretation, analysis, and application as an environmental compliance subject-matter expert.
Whatwill you contribute
- Assigned Programs:
Provides coordination and oversight of the assigned environmental programs. Ensures effective execution and continual compliance. Determines improvements and works to execute approved changes to benefit the agency. - Communication:
Responds to legislative, local government, citizen, consultant and other concerns with regard to VDOT's environmental compliance. - Facilitates Impact Analysis:
Completes legislative impact statements. Coordinates with Environmental Program Managers, Government and Legislative Affairs Division, FHWA, and environmental agencies and others throughout VDOT to determine impacts and provide guidance and recommendations. Comments on bills and proposed rules in accordance with VDOT review procedures established by the Government and Legislative Affairs Division. Works with others to develop the most streamlined procedures to implement laws and regulations and recommend efficiencies.
Manages all environmental agreements, and coordinates with the Government and Legislative Affairs Division on reporting of agreements to the Commonwealth Transportation Board (CTB) - Manage the Division Environmental Memoranda (EM) program in accordance with the Department’s Governance Document Program:
Manages the primary method for providing required procedures (based on environmental law and regulation), and guidance, to District environmental staff. Develops and reviews new EMs with Environmental Program Managers and Division management in accordance with environmental law and regulation. Updates existing EMs in accordance with changes to environmental law and regulation. - Process Improvement:
Work with Division’s Environmental Procedure Management lead to adjust processes and requirements. Reviews proposed streamlining procedures to determine compliance with law and regulation to improve the delivery of environmental tasks for project development. Reviews proposed rules to determine impacts to environmental processes and the overall project development schedule and budget related to environmental activities for project delivery. Provides technical insight into VDOT’s compliance with environmental law and regulation to assist in identifying process and performance enhancements. - Program Analysis:
Analyze proposed and existing environmental law, regulation, and guidance and determine its impact on VDOT operations facilitating VDOT compliance with law and regulation. Reviews and analyzes law, regulation, bills and proposed rules and determines impact on VDOT. - Serve as the Division SharePoint lead:
Manages and organizes Environmental Division SharePoint site based on VDOT and Division SharePoint standards and protocols. Manages and organizes Environmental Program SharePoint sites based on VDOT and Division SharePoint standards and protocols. Manages multiple SharePoint databases such as the EM database and Environmental Agreements database. Serves as the Division SharePoint expert and provides training in SharePoint use to Division staff. - Statewide Projects:
Handles Divisional issues with statewide impact such as workload planning, General Assembly impact statements, audit coordination, special programs etc. - Technical Consultation:
Provides technical advisory subject matter expertise for assigned programs. May also develop and deliver training for assigned programs and projects to a variety of stakeholders.
- Ability to analyze and interpret data.
- Ability to communicate clearly and effectively both orally and in writing to include preparing and delivering presentations regarding construction projects and environmental impacts.
- Ability to effectively coordinate consultant activities.
- Ability to plan, organize, and work on multiple technical projects and tasks concurrently.
- Ability to work with a diverse team of experts to produce a deliverable.
- Ability to work with project managers to avoid, minimize, and mitigate environmental impacts on projects.
- Demonstrated experience solving problems effectively and making decisions.
- Demonstrated interpersonal relationship skills.
- Experience analyzing and reporting on impacts of proposed program procedures related to agency processes.
- Experience applying analytical techniques to extremely complex problems related to environmental issues and their impacts upon the entire agency.
