Manages one or more supervisors in delivering a portfolio of IT functions including IT Governance and Compliance, Finance and Procurement, Service Management, Project and Portfolio Management, Architecture, Operations, Applications, Data & BI. Participates in a cohort of Portfolio Managers to ensure that cross‑cutting functional escalations are resolved and that handoffs between IT portfolios and functions produce the best results for IT stakeholders.

As part of a cohort of Portfolio Managers, implements annual strategic focus area deliverables. Provides direction and leadership support for ITD activities and systems that enhance mission‑critical business operations across the organization. Works as part of a leadership cohort to plan, coordinate, manage, and participate in the design of operational activities of the group. Directs, through subordinate supervisors, all program, operations, and staff in assigned areas.

How

you will contribute:
  • Ensure compliance by championing adherence to ITD policies and processes and providing accountability for functional controls to meet VITA SEC
    530, DHRM, VDOT, and ITD policy requirements. Oversees security and compliance through periodic reviews in preparation for internal and external audits.
  • Execute programs by directing, through subordinate supervisors, all program, operations, and staff in the assigned IT portfolio such as Azure Platform Management, Cloud Financial Operations (Fin Ops), and related migration and operational oversight. Oversees planning, design, implementation, and improvement of programs, systems, projects, and services within the portfolio. Ensures scalability, reliability, and disaster recovery of the cloud infrastructure, monitors performance via KPIs, and works with supervisors to improve underperforming areas.

    Coordinates application migrations to Azure, ensuring minimal downtime and adherence to best practices.
  • Improve processes by managing work throughput through monitoring operational metrics aligned with ITD goals, implementing changes needed for operational performance, and overseeing observability practices for proactive issue detection and performance optimization.
  • Lead, develop, and direct supervisors by providing effective management of ITD supervisors, guiding their development and performance improvement, and contributing to the improvement of the ITD organization and associated processes.

  • Expertise in Azure services and cloud migration strategies.
  • Understanding of Commonwealth of Virginia procurement laws and VITA processes.
  • Knowledge of management and HR principles including hiring, discipline, and performance management.
  • Experience with observability tools (Azure Monitor, Log Analytics, Application Insights) and IaC tools (Terraform).
  • Familiarity with tactical and strategic management of large technology portfolios and development of policies, standards, processes, and procedures.
  • Proficiency in Fin Ops tools, practices, and methodologies.
  • Automation and scripting skills (Power Shell, Python).
  • Cloud platform management and cost optimization skills.
  • Procurement and vendor management skills.
Minimum Qualifications:
  • Ability to manage cloud platforms.
  • Ability to facilitate compliance with state and VDOT procurement, budget, and billing requirements.
  • Expertise in Azure services and cloud migration strategies.
  • Knowledge of observability tools and IaC tools (Terraform).
  • Financial, people, and resource management skills.
  • Experience in managing IT portfolios, including strategy, governance, infrastructure, security, applications, PPM & projects, data & BI, and service planning.
  • Experience managing IT supervisors and teams for large organizations.
  • Oversight and compliance control skills for IT portfolios.
  • Proficiency in Fin Ops tools and cloud cost optimization.
Additional Considerations:
  • Combination of training, experience, or education in computer science, industrial systems engineering, management, or related field is desired.
  • Ability to obtain and maintain PMP certification as applicable.
