Local candidates strongly preferred. Candidate must be able to come to Richmond as needed, up to 1 day a week. Interviews will be virtual and require a webcam.

• Create overall application and solution architectures, component designs, and system integration and implementations for a particular business solution.
• Lead efforts in defining, documenting, and estimating enterprise application requirements including data, workflow, logical processes, hardware, OS environments, on‑prem, hybrid and cloud topologies, system interfaces, checks and controls, inputs and outputs.
• Collaborate with IT staff to assess business needs and translate them into automated solutions.
• Produce relevant solution design artifacts such as technical estimates, conceptual, logical, physical system designs, sequence diagrams, and data models.
• Coordinate new system development to ensure consistency and integration with existing applications and COTS solutions.
• Analyze feasibility and compatibility with hardware and other programs; consult with clients to prototype, architect, and design applications to meet needs.
• Collaborate with business areas and cross‑functional enterprise architects to fully understand business needs and provide strategic consultation.
• Partner with architects and technical team members to develop roadmaps and strategies supporting agency KPIs.
• Design and implement enterprise security and technology patterns.
• Consult with teams on initiatives and provide tactical direction; provide architecture considerations on legacy solutions.

• Experience with SAFe architecture and proven work experience with Agile/Scrum teams.
• Proven experience in developing enterprise and solution‑level architectural designs.
• Proven experience overseeing the linking of cross‑functional applications between disparate business units and systems.
• Experience with business and technical requirements analysis, business process modeling/mapping, methodology development, and data mapping.
• Knowledge of relational database design and management techniques.
• Strong project management skills and/or substantial exposure to project‑based work structures, project lifecycle models.
• Strong knowledge of system and software quality assurance best practices and methodologies.
• Competent with XML constructs and schemas.
• Confidence and experience with API protocols and schemas such as SOAP and REST.
• Strong understanding of end‑user needs and requirements.
• Excellent understanding of the organization’s goals and objectives.
• Ability to work creatively and analytically in a team environment.
• Excellent communication and documentation skills.

• Experience in enterprise‑level application design and integration – 8+ years (required).
• Experience in Azure (cloud‑native and hybrid architecture) – 8+ years (required).
• Experience in SaaS (Software as a Service) architecture – 8+ years (required).
• Experience with integration architecture and proven work experience with Agile/Scrum teams – 8+ years (required).
