Job Title: Project Manager 4
Location(s): Mechanicsville, VA
(Hybrid: onsite up to 3 days/week)
Seeking a senior IT Project Manager to support the Project & Product Delivery portfolio. The Project Manager will lead complex technology projects and work closely with senior leadership, business stakeholders, cross-functional teams, product owners, and vendors.
The successful candidate must have strong experience managing projects using Agile, SAFe, Waterfall, and Kanban methodologies, along with demonstrated risk management expertise.
Mandatory Requirements- Active PMI Project Management Professional (PMP) certification.
- Documented project risk management experience.
- Must have served as the Project Manager of Record for:
- A completed Commonwealth Category 1 or Category 2 project valued at
*** M or more; OR - A completed non-Commonwealth project valued at more than
*** M.
- A completed Commonwealth Category 1 or Category 2 project valued at
- Local to the Mechanicsville, Virginia area and able to work onsite up to 3 days per week.
- Active PMP certification.
- Active Commonwealth Project Management certification.
- Commonwealth-specific risk management experience.
- Experience completing a Commonwealth Category 1 or Category 2 project valued at
*** M or more.
- Lead projects throughout the full project lifecycle, including project planning, release planning, resource allocation, risk management, scope, schedule, and delivery.
- Facilitate Agile ceremonies including Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
- Track and communicate project status related to schedule, cost, risks, issues, and deliverables.
- Identify and remove impediments that affect team productivity and delivery.
- Protect project teams from unnecessary interruptions and distractions.
- Foster effective relationships among project teams, Product Owners, stakeholders, and external partners.
- Track and report team velocity and other relevant project metrics.
- Promote continuous improvement and help teams improve productivity and delivery performance.
- Support Product Owners and development teams with product backlog management and prioritization.
- Ensure adherence to Agile, Waterfall, and applicable Commonwealth project management principles and processes.
- Follow established project management practices and standards.
- Perform additional project management responsibilities as assigned.
- Strong understanding of software development lifecycle models.
- Advanced knowledge of Agile project management principles and practices.
- Experience working directly with customers and understanding business processes and expectations.
- Ability to establish clear performance standards, maintain accountability, and keep teams engaged and focused.
- Ability to support Product Owners in creating, managing, and prioritizing product backlogs.
- Strong interpersonal, mentoring, coaching, collaboration, and team-building skills.
- Excellent analytical, organizational, problem-solving, and decision-making abilities.
- Ability to analyze and document business and system processes.
- Ability to effectively balance quality, scope, schedule, cost, and delivery requirements.
- Strong experience with Scrum and Kanban methodologies.
- Experience with the SAFe framework is preferred.
