General Description
This is a mid-level technical, management position. The incumbent performs complex tasks to oversee the Department of Public Utilities (DPU) Water Operations Division.
OrganizationThe Division Manager of Water Operations reports to the Deputy Director – Operations & Maintenance and supervises the Superintendents relative to the water operations division.
Essential Functions- Responsible for the daily operation of the relative division.
- Supervises employees, performing related human resources functions and completing necessary paperwork and evaluations.
- Assists with preparation and management of the department’s annual operating and capital improvement budgets and oversees development of relative division budgets.
- Directs all functions necessary to ensure effective and efficient operations for assigned department programs and services.
- Develops policies and procedures that comply with applicable state/county/federal laws or ordinances.
- Evaluates new regulatory impacts and works with regulatory agencies to establish permits, etc.
- Coordinates procurement processes, Requests for Proposals, Invitations to Bid, and other related purchasing activities regarding county contracts for services.
- Manages related contracts, vendors, and consultants.
- Manages and completes assigned projects related to DPU and the division.
- Analyzes and evaluates operations and services, making suggestions for improvement.
- Conducts training relative to the division.
- Responds to inquiries and concerns from the public as needed.
- Participates on committees, boards, and work groups as needed.
- Represents the department and assists with department-wide issues as needed.
- Prepares reports and makes presentations as needed.
- Performs related work as assigned.

Skills and Abilities
Requires a thorough knowledge of water treatment techniques and technologies as well as water distribution systems operation and maintenance for Public Utilities. Ability to manage projects and contracts. Excellent oral and written communication skills and the ability to establish effective relationships with staff, community contacts, and the general public. Knowledge of related laws, regulations and ordinances, required. Ability to prepare and manage complex operating budgets and project budgets, required.
Possession of a Virginia Class 1 Waterworks operator’s license – OR – registration as a Professional Engineer (PE) required. Computer literacy, required.
Bachelor’s degree in a related field required with at least five (5) years of progressively related experience, including (2) years of supervisory experience. OR Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
