Position: Environmental Specialist 2

OVERVIEW

We are seeking an Environmental Specialist to support transmission, distribution, and substation projects in Oregon and California. This role supports environmental compliance, permitting compliance, and regulatory coordination throughout the lifecycle of utility infrastructure construction projects.

RESPONSIBILITIES
  • Environmental Planning and Project Support
    • Support environmental planning for transmission, distribution, and substation projects.
    • Coordinate with engineering, construction, and project management teams to integrate environmental requirements into project execution.
  • Regulatory Compliance
    • Support compliance with federal, state, and local environmental regulations, including NEPA, ESA, the Clean Water Act, and applicable state and local requirements.
    • Verify adherence to permit conditions, workplans, mitigation measures, and regulatory requirements.
  • Field Assessments and Risk Mitigation
    • Conduct environmental field assessments, compliance inspections, and site visits.
    • Identify environmental risks, assess potential impacts, and support implementation of practical mitigation measures.
  • Coordination and Documentation
    • Interface with regulatory agencies, clients, subcontractors, and project stakeholders.
    • Track, document, and support resolution of compliance issues, corrective actions, and environmental commitments.
    • Prepare and review environmental documentation and reports.
QUALIFICATIONS
  • Bachelor’s degree in Environmental Science, Biology, Ecology, Natural Resources, or a related field.
  • 3–7+ years of environmental experience supporting power delivery, utility, construction, or infrastructure projects.
  • Working knowledge of key environmental regulations, including NEPA, ESA, the Clean Water Act, and state and local requirements.
  • Strong organizational, documentation, and communication skillsets.
  • Ability to work in active construction environments and adapt to changing field conditions.
  • Strong problem‑solving skills, with the ability to evaluate field conditions, identify practical solutions, and support timely decision‑making.
PREFERRED EXPERIENCE
  • Familiarity with environmental compliance on linear projects, such as transmission lines or pipelines.
  • Knowledge of SWPPP implementation, inspections, and stormwater compliance.
  • Background in biological monitoring, wetland permitting, and cultural resource coordination.
  • Experience supporting utility, EPC, or active construction environments.
  • Experience with GIS or environmental data management systems.
  • State‑specific permitting and regulatory experience, including familiarity with requirements in Oregon and California.
  • Oregon agency coordination experience, including familiarity with ODFW, DEQ, and DSL.
  • California agency coordination experience, including familiarity with CDFW, CalEPA, CalWATRS, and DTSC.
