Position: Stormwater Program Specialist (Engineering Technician IV/III)

The City of Medford is looking for a Stormwater Program Specialist to join our Public Works Engineering team. This position combines technical work, fieldwork, environmental compliance, and collaborative problem solving to protect local water quality and support responsible development.

Required

Education and Experience
  • High school diploma or GED equivalent.
  • Engineering Technician III must have at least four (4) years of engineering or related technical experience.
  • Engineering Technician IV must have at least six (6) years of progressively responsible engineering technical experience.
  • Bachelor’s degree in engineering, surveying, construction management, computer science, environmental science, or a related field may substitute for four (4) years of experience.
  • Any equivalent combination of education and experience sufficient to successfully perform the specialized duties of the position.
  • Valid driver’s license by date of hire; new residents must obtain an Oregon driver’s license within 30 days of employment. Ongoing maintenance of an acceptable driving record required.
Schedule
  • 8 hours daily, Monday – Friday

This position is part of the AFSCME employee group.

Compensation

Pay is based on education, experience, and qualifications. The salary range includes six steps with opportunity for annual movement.

  • 5% additional pay for a Master’s degree
  • 5% additional pay for a FE or FS certificate, Professional Engineer or L.S.
  • 5% additional pay for Spanish bilingual proficiency

Essential Functions of the Position
  • Coordinates, attends, and/or conducts project development and delivery meetings.
  • Communicates via phone, letter, electronic, and in person with City staff, public agencies, property owners, developers, engineering consultants, contractors, and the public.
  • Packs, writes, and reviews special provisions and specifications for public contracts.
  • Develops project concepts, performs computations, cost/benefit analysis, recommends design criteria, and assists in plan review processes.
  • Computes material quantities and cost estimates.
  • Solicits bids and prepares bidding documents for public contract advertising.
  • Performs project management duties, including contract preparation, change orders, and cost/pay estimates; serves as liaison between City and contractor.
  • Conducts field inspections and onsite visits to verify plan/scope accuracy and resolve discrepancies.
  • Ensures compliance with contractual stipulations and all applicable codes and statutes.
  • Prepares correspondence for internal staff, public, external stakeholders, technical reports, and City documents.
  • Manages engineering consultant contracts.
  • Verifies contractor qualifications and monitors work progress.
  • Reviews plans and specifications for private development‑initiated projects.
  • Communicates and works with co‑workers, public, engineering consultants, contractors, city partners, and other stakeholders.
  • Produces, processes, files, and maintains records, maps, plans, permits, and property descriptions.
  • Prepares reports related to assigned area of responsibility.
  • Completes designated job tasks and special projects, meeting team, department, and City goals.
  • Demonstrates high employee engagement, accountability, and responsibility for personal performance.
  • Incorporates learning principles from training and feedback.
