Pass a criminal background check prior to hire.

Submit an acceptable DMV certified court print prior to hire.

I. Position Summary

Performs involuntary commitment services for developmentally disabled clients; determines eligibility for developmental disability services; performs crisis services; provides case management; follows administrative rules to license developmental disability homes for adults and children; may investigate allegations of abuse and neglect of adults and children with developmental disabilities. Performs a full range of complex tasks and works under direction within a framework of established procedures.

II. Examples of Essential Position Duties

• Determines eligibility for services for a person with a developmental disability.
• Provides crisis intervention, case management services and involuntary commitment services.
• Develops and/or coordinate client action plans; assesses client problems and make referrals; schedules some client appointments for various services; transports clients; assists clients with completing forms.
• Receives applications for adult and/or child home licensing for developmentally disabled clients; interviews and administers specific required tests for hosts.
• Conducts background, financial, and reference checks of applicants for homes. Inspects home of applicants using a specific developmental disability home checklist.
• Trains providers on rules, regulations and violations for developmental disability homes.
• Provides in depth consultation, education, information and resource advocacy to agencies in the community which routinely come in contact with developmentally disabled individuals in crisis who have been abused or neglected.
• Works with the community and agencies to attract providers for homes for people with developmental disabilities.
• Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
• Develops and maintains effective internal and external working relationships at all levels.
• Has regular and reliable attendance. Overtime may be required.

III. Minimum Requirements

Education and Experience

• Bachelor's degree in social work, psychology, nursing or related field and five years experience in social services which includes three year in developmental disabilities; OR
• Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job.

License, Certificate or Other

Requires possession of a valid driver's license and an acceptable driving record.

Skills and Abilities

Requires knowledge of the public service system for developmental disabilities services in Oregon. Requires a knowledge of the techniques and procedures used in evaluating, modifying and motivating human behavior; case management methods; rules, laws, regulations and ethics of the developmental disability services field, community services and resources. Requires knowledge of law enforcement and evidence procurement; ability to read, comprehend and comply with Oregon Revised Statutes and Oregon Administrative Rules.

Ability to assess status of individuals and families for services and maintain confidentiality; establish and maintain cooperative working relationships with those contacted in the course of work. Ability to listen, evaluate and analyze facts and draw conclusions promptly; ability to draw simple diagrams; ability to use computer and software; and, ability to use a digital camera.

Physical Demands

Ability to work in an office environment; requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area to another; may require some moderate lifting, bending, reaching, kneeling and some climbing of stairs; sufficient hand/eye coordination to perform semi-skilled repetitive movements such as operating office equipment. Sensory requirements include color, sound, odor, texture and visual perception and discrimination as well as oral communications ability.

Requires driving.

Working Conditions

Work is generally performed in an office environment and may include exposure to disruptive people and communicable diseases.
