We are currently looking for a Procurement Manager to join our dynamic, fast-paced, and growing team. The Procurement Manager is responsible for developing and executing purchasing strategies, identifying and sourcing suppliers, managing vendor relationships, negotiating subcontracts, and ensuring the timely delivery of goods and services to support the company’s goals and objectives. The role includes overseeing the procurement process to ensure the timely and cost-effective acquisition of materials, supplies, and services needed for the company’s operations.
This role requires specific responsibilities related to Department of Defense contracts and requires understanding of the application of federal regulations, such as the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) to sub vendor procurements related to DoD prime contracts.
The Procurement Manager is an on-site position located at Rhoads Headquarters at The Navy Yard in Philadelphia, PA.
What You Will Be Doing
- Lead the improvement of organization’s full life-cycle management of vendors and subcontracts from solicitation through closeout (procure to pay).
- Drive change management by training and mentoring staff on new purchasing processes, tools, and compliance requirements.
- Develop, negotiate, and administer purchase order and subcontracts, in compliance with company policies and federal regulations (FAR, DFARS, CPSR).
- Serve as the primary point of contact for vendor and subcontractor communications and performance oversight.
- Collaborate with Program Management and Technical Teams, Contracts, Finance, Pricing and Legal to ensure subcontracting strategies align with program goals and compliance requirements.

- Lead team in the drafting subcontract documents, including flow-downs and terms & conditions.
- Ensure team is achieving timely and compliant PO and subcontract execution, modifications, deliverables, and invoicing.
- Conduct risk assessments and develop mitigation strategies for vendors and subcontractor-related performance or compliance issues.
- Support proposal development, including cost and pricing data analysis/evaluation for vendor and subcontractor bids.
- Prepare reports and briefings for leadership on subcontract status, risks, and performance metrics.

Your Background
- Bachelor’s degree in Business or a related field (e.g., Supply Chain Management, Contracts, Finance, or similar).
- 8+ years of experience in purchasing and subcontracts administration or management, with at least 6 years in a federal contracting.
- NCMA Professional Certification (CFCM, CPCM) preferred.
- Strong working knowledge of FAR, DFARS, and other federal acquisition regulations.
- Proven experience managing high-dollar, complex subcontracts in support of federal programs.
