Summary

Level II:
As an advanced trainee, performs routine to moderately difficult purchasing and specifications development work; and performs other related duties as assigned.

Level III:
Independently performs the full range of purchasing and specifications development work; makes independent analysis of users  requirements and prepares appropriate specifications, terms and conditions; and performs other related duties as assigned.

Applicants must meet all the requirements for the position they are seeking as of the date of the application. The required education and experience may not be gained concurrently unless specifically indicated. Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Hours worked in excess of 40 hours/week will not be credited.

Minimum Qualification Requirements

Education Requirement: Graduation from an accredited four-year college or university with a Bachelor s degree. Excess work experience or other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to four years of study may be substituted on a year-for-year basis. The education/experience background must demonstrate the ability to write clear reports, read and interpret complex material, and solve complex problems logically.

Specialized Experience Requirement: Six (6) months for level II and one and one-half (1½) years for level III of progressively responsible work experience in purchasing, including: working with users and vendors to identify, clarify and specify requirements; drafting specifications for formal bids and updating such specifications; knowledge and use of common purchasing resources; understanding and application of documentation for formal purchases;

formal bidding procedures; and responding to inquiries regarding the bidding process.

For Purchasing Specialist III, experience must include independent development of moderately complex specifications for formal purchasing and participation in the development of complex specifications. Qualifying work experience must demonstrate:

  • Knowledge of purchasing principles and practices;
  • Ability to interview users, vendors, and others regarding user requirements;
  • Ability to conduct research regarding user requirements and characteristics of desired products, equipment, materials, etc.;
  • Ability to evaluate user situations, analyze documentation, and develop technical specifications describing the desired product or service; and
  • Ability to foresee problems in executing, administering or terminating a purchasing agreement and to recommend terms and conditions accordingly.

Non-Qualifying

Experience:

The following work experiences are not qualifying: informal purchasing; general questions about procedures for formal purchasing; liaison roles without review of specifications; consolidating specifications without ensuring clarity; assisting others in contract development without conformance checks.

Substitutions Allowed:

  • Substitution of education for experience as specified (half-year credits per degree).
  • Master s degrees substituted for partial experience as specified.
  • Law degrees substituted for part of the experience as specified.

Note:

If you are using Temporary Assignment experience to qualify, submit dates and hours or SF-10 forms verifying TA work hours. All documents submitted become the property of the Department of Education.

Holidays: Employees are eligible for a range of benefits, including 13 paid holidays per year (14 in an election year). Ten-month employees refer to their applicable collective bargaining agreement.

Vacation: Earning 21 days per year for certain bargaining units; refer to applicable agreement.
