Job Title

The incumbent performs skilled professional engineering work managing, coordinating, planning, designing, reviewing, inspecting and implementing assigned projects.

Examples Of Duties

The duties include designing, writing specifications, preparing plans, and calculating costs for various engineering projects. They also involve reviewing development plans, specifications and related applications for compliance with applicable engineering codes, ordinances and regulations. The role includes conducting or coordinating special engineering studies as assigned, reviewing engineering calculations, analyzing materials and data submitted to the City, preparing engineering reports and recommendations for presentation to superiors, coordinating implementation of assigned construction projects, providing professional engineering direction and guidance to other staff, developers and consultants, overseeing the maintaining and updating of Utilities Technical Specifications and Standards, the department's utility maps, as well as the computer model of the department's water distribution system, inspecting construction projects in progress to determine compliance with plans and specifications, overseeing and coordinating the work of consulting engineers and contractors, supervising subordinate staff, assisting with regulatory work for Water Production and Water Reclamation, performing plan reviews and preparing utility work schedules for outside agency projects which impact the City's existing utilities, coordinating associated utility relocation work in conjunction with Utilities Operation staff's efforts, attending meetings, working with consultants and contractors, and performing other assigned duties as assigned.

Minimum Qualifications

The minimum qualifications include a Bachelor's degree in Civil or Environmental Engineering or related field, five (5) years of experience in water and wastewater utility related engineering, a valid Florida driver's license, registration as a Professional Engineer in the State of Florida or the ability to obtain registration within six (6) months of hire, FEMA and NIMS training certifications required for the position, or ability to obtain certifications within one year.

The knowledge, skills and abilities required include knowledge of the principles and practices of engineering related to public works and utilities facilities, knowledge of the rules and regulations associated with public works and utilities related facilities, knowledge of the methods, materials and techniques used in public works and utilities related engineering projects, knowledge of modern developments, current literature and sources of information regarding public works and utilities engineering, ability to review engineering computations, ability to perform research in the area of assignment, ability to communicate effectively in English, both orally and in writing, ability to analyze and review plans, specifications and other technical materials in the area of assignment and make conclusions or recommendations, ability to establish and maintain effective working relationships, effectively lead others and perform project management functions, ability to develop designs and plans for complex engineering projects, ability to direct the work of personnel engaged in a variety of assignments, ability to read, write and design technical reports, specifications and drawings in English, ability to read and write for extended periods of time, ability to stand, walk and work on unstable soil, ability to smell odors and identify shapes and colors, ability to hear, ability to work in all types of weather conditions, ability to work in extreme heat and humidity, ability to respond to extended periods of time without sleep, ability to work at heights and deep trenches, ability to work accurately in a noisy and often stressful environment.
