THIS POSITION IS EXEMPT FROM VETERAN PREFERENCE

Responsibilities
  • Plans, directs, coordinates and supervises the activities of the Traffic Engineering Division.
  • Establishes standards, plans, schedules and procedures for expanding, operating and maintaining the City’s Traffic operations.
  • Prepares detailed reports, memoranda and correspondence; prepares traffic equipment and bid specifications; reviews and approves purchase orders for repairs, parts, products and services.
  • Ensures that all required County and State documentation is provided in a timely manner.
  • Supervises the development and maintenance of various records and reports pertaining to maintenance programs, schedules, and timetables; assists in establishing and administering traffic maintenance policies and standards; communicate and directs implementation of changes in policies, standards, and regulations to subordinates.
  • Appraises adequacy of traffic control devices, facilities, and develops plans and priorities for modification and extensions; evaluates soundness and efficiency of operations; supervises the installation of improvements; develops work programs and budgetary estimates.
  • Maintains liaison with appropriate County and State agencies regarding the City’s Traffic Operation and Control Devices
  • Supervises and coordinates activities of Traffic Signal Technicians, Signage Services Technicians, Traffic Signal/ATMS Coordinator, and Sign Shop Supervisor; assigns specific projects and monitors activities to ensure compliance with City and State standards.
  • Controls and allocates available resources; prioritizes projects based on greatest need and monitors budget to ensure maximum utilization of resources.
  • Manages and participates in the development and administration of the Traffic Engineering Division annual budget; directs the forecast of funds needed for equipment, materials, supplies, special programs and projects; directs the monitoring of and approval of expenditures; directs and implements adjustments as necessary.
  • Monitors and evaluates the efficiency and effectiveness of traffic maintenance and operations activities and procedures; assesses and monitors work loads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with City Engineer; and implements improvements.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Performs field reviews for active projects and upgrades.
  • Attends meetings with FDOT, TPO, Consultants, Pre-Con, and departmental leads.
  • Performs other assigned duties as assigned.
Education and Experience
  • High School Diploma or equivalent;
  • Ten (10) years of related experience to include a minimum of (5) years’ experience involving Advanced Traffic Management Systems (ATMS) and Traffic Management Center Operations.
Licenses, Certifications or Registrations
  • Must possess and maintain a valid Florida driver’s license.
  • Must possess IMSA Traffic Signal Level II (Level III certification is preferred)
  • Must possess Signs & Marking Level III and Traffic Signal Inspector certifications.
Knowledge, Skills, and Abilities
  • Knowledge of modern practices in Traffic operations administration.
  • Knowledge of modern management and supervisory techniques.
  • Knowledge of municipal departmental operations and their relationship to overall City objectives and goals.
  • Knowledge of Federal, County and State regulations relating to traffic operations.
  • Skill in the transmittal of both written and oral information.
  • Skill in the use and operation of a personal computer.
  • Ability to plan, delegate and coordinate the work of City staff, contractors and State inspections.
  • Ability to work outside in inclement weather conditions including heat, humidity, rain, cold.
  • Ability to work while exposed to excessive wind, fumes, odors, noise, vibration and dust.
  • Ability to read and comprehend technical and professional manuals, procedures, periodicals, maps, wiring diagrams, schematics, instructions, safety rules, memos and letters.
  • Ability to plan and schedule Traffic Engineering Division employee training and certifications.
  • Ability to prepare and adhere to a division budget.
