At Northrop Grumman, we lead innovative systems that shape the future. The Multi-Domain Command and Control (MDC2) business unit, located in Melbourne, Florida, seeks a Program Manager 3 to drive the Foreign Military Sales (FMS) program for the E-2D France NRE program.
Roles and Responsibilities- Reports to the E-2 France Program Director and executes the program scope.
- Leads execution of contract scope and manages cost, schedule, and risk.
- Guides multifunctional teams to meet master plans and identify program problems.
- Reviews and approves proposals, business plans, operating budgets, and financial terms.
- Interfaces with supplier program counterparts to drive work scope.
- Applies Earned Value Management principles and manages programs accordingly.
- Understanding of business‑unit financial objectives and program‑management strategies for achieving financial results.
- Bachelor’s degree and 10 years of related experience OR Master’s degree and 8 years of related experience.
- Professional and/or military experience in project management, program management, engineering, capture efforts, or business‑management functions.
- Active DoD Secret Security Clearance last investigated within 6 years.
- Ability to obtain/maintain Program Special Access as required.
- Prior management experience with programs valued at or greater than $100 M.
- Prior experience with development programs and managing subcontractors.
- Prior leadership experience leading cross‑functional teams.
- Earned Value Management experience.
- Experience with Risk & Opportunity Management.
- Master’s degree.
- SCI access.
- Experience managing proposal efforts.
- Experience with E‑2 development programs and Navy contracts.
- Strong communication skills for senior‑management engagement.
Compensation for this position ranges from $166,700 to $250,100 annually, plus potential overtime, shift differential, and discretionary bonuses. The role offers health insurance, life and disability coverage, a savings plan, company‑paid holidays, and paid time off. U.S. citizenship is required for all positions that require a government clearance.
