General Job Description
Performs advanced research, program evaluation, data analysis, and consultative work for the Evaluation, Analysis, and Planning Division. Designs, creates, and maintains complex SAS programs involving the integration of state educational performance data (e.g., PEIMS, TAKS, AEIS data); as well as grant program-specific performance data. Develops and implements testing, quality assurance, and documentation for SAS programs and source data. Responds to ad hoc data requests from internal and external sources.
This position provides lead analytic support for the contracted evaluation of the Texas High School Project (THSP). THSP is a public‑private initiative committed to increasing graduation and college enrollment rates in every Texas community. THSPE is a multi‑year, longitudinal study of major THSP programs to help track grant progress, provide information to improve programs, and report long‑term outcomes.
Works under minimal direction with considerable latitude for the use of initiative and independent judgment.
Minimum Qualifications EducationGraduation from an accredited four‑year college or university with major coursework in statistics, program evaluation, educational policy, research methods, sociology, economics, or a related field. Graduate degree preferred.
ExperienceFive (5) years experience in research, program evaluation, or statistical analysis. Experience with computer programming using SAS statistical analysis software is required. A minimum of three years of SAS programming experience, preferred.
Travel5% required.
SubstitutionEach advanced degree may substitute for two years of required experience.
Knowledge, Skills, and Abilities (KSA) Knowledge ofPrinciples of research and evaluation design and quantitative data analysis; SAS programming and Microsoft Office Applications;
State educational data systems (e.g., PEIMS and AEIS).
Creating data management systems;
Managing and analyzing diverse data (quantitative and qualitative);
Advanced SAS programming for analysis of large datasets;
Designing multivariate statistical models to evaluate effectiveness of programs;
Effective interpersonal and communication skills.
Design large‑scale program evaluations; critically assess evaluation proposals from third‑party vendors; supervise and/or carry out the development of research protocols, evaluation/analysis plans, and evaluation reports; conduct appropriate statistical analysis on the impact of state, federally, and privately funded education programs on student, campus, and district outcomes; provide quality control over analyses conducted by third‑party contractors; explain abstract concepts in concrete terms;
be extremely detail‑oriented; handle multiple projects with varying timelines; work in a team environment and coordinate with external project partners, other divisions within TEA, and the contracted vendor.
A practical exercise may be conducted at time of interview.

SalarySalary is dependent on qualifications. Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
