Position: Human Resources Specialist 1/Trainee 1/2 (Labor Relations) - (NY HELPS)

Duties Description

  • Conduct thorough and involved disciplinary investigations, review findings, and determine appropriate outcomes.
  • Draft Notices of Discipline and facilitate settlements.
  • Analyze and interpret various collective bargaining agreements to ensure uniform understanding and application.
  • Initiate and administer Civil Service Law, Section 72 proceedings.
  • Investigate contract and non-contract grievance investigations and conduct first and/or second step grievance review hearings and prepare agency responses.
  • Participate in local and statewide Labor Management committee and/or Health and Safety committee meetings, including preparing agendas and meeting minutes for review and approval.
  • Other duties and projects as assigned.
Qualifications

Minimum Qualifications For Appointment to Human Resources Specialist 1 (Labor Relations)
  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Titles eligible for transfer include but aren’t limited to:
    Administrative Specialist 1, Business Systems Analyst 1, Contract Management Specialist 1; OR
  • Six years of labor relations experience*, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
For Appointment to Human Resources Specialist Trainee 1 (Labor Relations)
  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Titles eligible for transfer include but aren’t limited to:
    Administrative Assistant 1 and 2, Office Assistant 3, Office Assistant 3 (Calculations), Office Assistant 3 (Human Resources), Program Aide; OR
  • Four years of labor relations experience*, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
  • An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
