Job SummaryThe Manager Budget & Accounting supports the Executive Director of Accounting & Financial Planning in overseeing the college’s budgeting and accounting functions. This role focuses on day‑to‑day operations, financial reporting, budgeting, and ensures transactions comply with GAAP, federal, state, and college policies and procedures. The Manager ensures timely reconciliations, assists with audits, leads the financial statement preparation, and supports budget development and monitoring.
The ideal candidate possesses strong financial, analytical, process‑improvement, leadership, and communication skills.
- Manages day‑to‑day accounting functions including chart of accounts maintenance, property accounting, general ledger, bank accounts, and sponsor‑grant funds reconciliations.
- Monitors expenditures and ensures compliance with policies; analyzes monthly departmental budgeting and accounting reports to maintain expenditure controls and support forecasting.
- Manages grant accounting and reimbursement processes; prepares reimbursement requests and financial status reports according to contract, agency, and college procedures; reconciles grant‑sponsored accounts.
- Leads preparation of annual financial statements, budget reports, and financial analyses.
- Manages the budget process for the position control system.
- Provides individual and group training on the Banner financial system, including its reporting tools.
- Performs other related duties as assigned.
- Bachelor’s degree in Accounting or Finance.
- 5+ years of accounting and/or budgeting experience.
- Expertise with Microsoft Office.
- Knowledge of fund accounting, GASB and FASB reporting, and generally accepted accounting principles.
- 2+ years of supervisory experience.
- Proficiency in Excel and financial software.
- Strong organizational and communication skills.
- Clearance through a background check.
- Master’s degree in Accounting or a related field.
- Experience in higher‑education or public‑sector finance.
- Experience with automated financial systems such as Banner, Oracle, etc.
- Knowledge of Generally Accepted Accounting Principles and Tennessee Board of Regents annual budget reporting requirements.
- Ability to analyze complex data and exercise sound judgment while making decisions with limited supervision.
- Ability to supervise and coordinate the work of others.
- Ability to establish and maintain effective relationships with college officials, employees, and the general public.
- Excellent organizational and interpersonal skills; strong oral and written communication skills.
- Familiarity with the rules, regulations, policies, and laws governing receipt, expenditure, and other management activities of state, federal, endowment, and other funds.
