Senior Business Analyst Role Description

We are seeking a highly experienced senior Business Analyst (BA) to serve as a partner to the Product Owners in the planning of work needed for custom application development in TDOT. This role is accountable for working with the Product Owner(s) (PO) to shape large business needs and distill them into smaller, specific requirements, and actionable work that enables effective product delivery.

The Sr BA operates within an ambiguous environment, with a high degree of autonomy, and can take directions from multiple people. This role is not within a team. It’s a partnership with the PO they are working with.

• Act as a trusted partner for up to four Product Owners
• Partner closely with Product Owners to shape product vision, roadmap, and backlog
• Identify business problems, opportunities, risks, and dependencies
• Facilitate conversations when guiding stakeholders through the requirements gathering processes
• Lead complex requirements discovery and refinement efforts, ensuring alignment to business outcomes
• Support roadmap planning by identifying dependencies, sequencing options, and delivery trade-offs
• Assist the Product Owner by conducting deep analysis and synthesis work

• Extensive experience as a Business Analyst and all that it entails
• Proven ability to work with stakeholders at any level of an organization
• Strong facilitation skills to lead requirements elicitation through workshops, interviews, and collaborative working sessions
• Ensure requirements are outcome-focused, testable, and aligned to business goals
• Strong ability to distill complexity into clarity
• Understanding of Agile principles and iterative delivery
• Comfort operating in environments with evolving priorities, ambiguity, and incomplete information
• Interest in teaching others and sharing knowledge

• Strong systems thinking and process analysis capabilities
• Ability to identify dependencies, risks, and impacts
• Clear, concise communicator—verbally and in writing
