PAYRATE: $85,00.00/annual

The Disadvantaged Business Enterprise (DBE) Program Coordinator supports the administration of the Memphis Area Transit Authority’s Disadvantaged Business Enterprise (DBE) Program in accordance with
49 CFR Part 26 and other applicable Federal Transit Administration (FTA) and U.S. Department of Transportation (USDOT) requirements. The position assists with implementation of the DBE Program by supporting contract compliance activities, outreach, data management, reporting, training, public participation, contractor engagement, and program monitoring to help ensure compliance with federal grant requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Assists in administering MATA’s DBE Program in accordance with 49 CFR Part 26.
  • Assists in implementing the approved DBE Program Plan and supporting associated policies and procedures.
  • Conducts outreach activities to educate businesses regarding DBE certification opportunities and participation in federally assisted contracting opportunities.
  • Serves as a point of contact for contractors, subcontractors, vendors, community organizations, and members of the public regarding the DBE Program.
  • Assists with development and maintenance of DBE contract participation records.
  • Monitors DBE commitments and reported participation on federally assisted contracts.
  • Assists with collection and verification of subcontractor utilization information.
  • Assists with monitoring contractor compliance with DBE commitments.
  • Supports reviews of contractor documentation relating to commercially useful function and DBE participation.
  • Assists with monitoring prompt payment compliance when applicable.
  • Maintains official DBE files, certification documentation, contract records, outreach records, and supporting documentation in accordance with record retention requirements.
  • Maintains electronic databases supporting DBE program administration.
  • Prepares reports supporting internal management and Federal Transit Administration reporting requirements.
  • Assists with preparation of DBE participation reports and other required program documentation.
  • Coordinates educational workshops for contractors, subcontractors, consultants, and businesses regarding the DBE Program.
  • Develops outreach materials supporting awareness of contracting opportunities and DBE certification resources.
  • Coordinates participation in community outreach events, vendor fairs, procurement workshops, and industry meetings.
  • Collaborates with Procurement, Legal, Finance, Planning & Logistics, and operating departments to support DBE compliance during procurements and contract administration.
  • Assists with development of DBE program goals and supporting documentation.
  • Supports preparation for FTA Triennial Reviews, Civil Rights Reviews, audits, and other oversight activities.
  • Assists in responding to requests from FTA, TDOT, USDOT, auditors, and other oversight agencies.
  • Maintains confidentiality of procurement, contractor, and program information.
  • Performs other related duties as assigned.
  • MINIMUM QUALIFICATIONS:

    Education:

    An associate degree in business or a related course of study is required. A bachelor's degree is desirable. Will consider an equivalent combination of work experience and education.

    Other:
  • At least three years of experience compliance, procurement, contract administration, public administration, supplier/vendor relations, transportation, and grant administration.
  • The ability to communicate effectively, both orally and in writing, is critical. Should be comfortable working with all levels of management and possess strong interpersonal skills.
  • Must be a self-starter, be self-motivated with a can-do attitude, and be able to work independently as required, as well as be a team player.
  • Must demonstrate a willingness and ability to provide world-class customer service to internal and external customers with a service-oriented attitude.
