Salary Range: $60,029.58 - $92,456.00
ESSENTIAL JOB FUNCTIONS:Works under the direction of the Administrator of Environmental Construction to manage and provide technical support for programs and projects such as the development and implementation of department wide safety programs, Storm Water Pollution Program, Storm Water Fee Collection Program and the Capacity, Management, Operation, and Maintenance (CMOM) program. Supervises and evaluates staff responsible for construction projects by conducting inspections of storm water pollution and maintenance of the City's sewer lines.
Directs and reviews the work of outside contractors. Monitors compliance programs to ensure programs and projects align and comply with applicable federal, state and local regulations. Interprets and analyzes field data and reviews plans. Performs detailed engineering calculations and maintains related data in the appropriate engineering systems. Prepares reports required by the EPA and the State of Tennessee. Responds to inquiries and communicates on a regular basis with professionals and the general public regarding environmental problems.
Researches and employs new developments in engineering techniques, methods, and materials in operation in areas such as environmental sanitary sewer collection, storm water collection, and waste water collection. Drives to various locations to make onsite inspections within the service areas. Prepares budget estimates, specifications, and monitors daily expenditures.

Must be able to communicate both orally and in writing with staff, management, general public, and regulatory agencies, read engineering documents and drawings, and use office equipment such as computers, calculators and telephones. Requires the ability to operate a motor vehicle to visually inspect work areas. May require visual acuity to read pipeline schematics and inspect designated areas related to storm drainage systems.
Must be able to climb into manholes or other structures, traverse uneven ground, woods and weeded areas, flood lands, and construction sites. May require the ability to lift and carry objects such as engineering equipment weighing up to 25lbs and remove manhole covers weighing approximately 165lbs with assistance and pulling cables.
WORKING CONDITIONS:
Work is performed in an office setting and outdoors with exposure to changing weather conditions and temperatures. May be exposed to traffic, insects, weeds, poisonous plants and sanitary wastewater. Requires frequent use of an automobile to travel across the city to various work sites. May occasionally require riding in a small boat and/or helicopter.
