Electrical Transmission Line Engineer (PE), Energy, Houston, DFW, Austin, San Antonio

Halff is seeking an experienced Transmission Line Engineer with a Texas PE license to join our growing Energy team. You will be based in one of our offices in Houston, Dallas/Fort Worth, Austin, or San Antonio. The role is an independent contributor position with opportunities to progress your career by applying your knowledge and expertise in designing transmission lines, overhauls, and substation cut‑ins for co‑ops, municipalities, or investor‑owned utilities.

You will also expand your technical capabilities, mentor less experienced engineers, develop standards, and seek continuous improvements to our project execution process. The position offers a hybrid schedule after the initial ramp‑up, with travel up to 25% based on project needs and office location.

Responsibilities
  • Prepare designs, construction packages, and bills of material for progressively complex transmission line projects, providing engineering support through the full project life cycle.
  • Drive and support permitting processes at the county, state, and federal levels for transmission projects.
  • Interpret geotechnical reports/boring logs and design a variety of foundation types using CAISSON, LPILE, or MFAD.
  • Provide technical guidance on routing, structure spotting, right‑of‑way requirements, conductor/shield wire/structure selection, and constructability/maintainability.
  • Perform QA/QC of transmission line designs and construction packages prepared by other engineers or technicians.
  • Direct, mentor, and/or train project engineers, EITs, designers, CADD technicians, and administrative staff.
  • Assist in developing transmission line engineering design philosophies, standards, details, and specifications.
  • Continuously seek improvements to project execution processes, including safety by design, quality, and consistency.
  • Develop technical specifications and bid documents and assist clients with the bid and evaluation process.
Qualifications
  • Active Professional Engineer (PE) license in Texas in good standing.
  • Bachelor’s or Master’s degree in civil engineering or an ABET‑accredited equivalent (Civil, Structural, or Architectural preferred).
  • 5+ years of transmission line engineering experience of at least 138 kV with a consulting firm or electric utility.
  • Proficiency with MS Office.
  • Experience in PLS‑CADD, PLS‑POLE, PLS‑LITE, and AutoCAD.
  • Foundations design experience using CAISSON, LPILE, or MFAD.
  • Experience applying industry codes and standards including NESC, ASCE, NEC, and ACI 318.
  • Strong written and verbal communication skills with confidence interacting closely with clients, management, and design teams.

Preferred Qualifications
  • Multi‑state PE licensure or willingness to obtain additional state licenses.
  • Experience with PLS‑Tower, SAG
    10, ArcGIS, and distribution line design.
  • Transmission line design experience with 500 kV and/or 765 kV line enhancements or new builds.
  • Prior experience developing design standards and/or QA/QC processes and procedures.
