Taxpayer Services Specialist

Overview

Hourly Rate: $20.00. Works under the general direction of the Taxpayer Services Supervisor in the Treasury Department of the Division of Finance. Processes payments, over payment refunds, and endorses checks for taxpayers and issues receipts and change due to customers. Provides refund data to the Comptroller for verification purposes. Prepares documents for check processing, journal entries, daily cash reports, daily vault reports, and monthly reports resolving reconciliation items.

Handles returned checks and misapplied payments; verifies over payments and corrects errors. Files and retrieves tax bills, vault reports, and other necessary documents. Provides general information and assistance to customers. Contacts taxpayers and mortgage companies to code parcel and coordinate payment of taxes owed. Assists elderly taxpayers with tax relief, tax freeze and quarterly programs and reviews tax relief and tax freeze applications for completeness.

Posts payments and balances daily transactions, refunds transactions and advance accounts to the general ledger. From counter, receives payments from property owners for current and delinquent taxes; figures penalties, interest, court costs and other fees on delinquent taxes. In the vault, receives monies from internal City Departments and provides a receipt, bags monies for bank deposits, and stores all monies for courier pickup.

• Performs essential and supporting functions as assigned, including processing payments, refunds, and related accounting entries.
• Prepare documents for check processing, journal entries, cash reports, vault reports, and monthly reconciliations.
• Process and verify over payments, misapplied payments, and ensure accuracy of tax payments and related records.
• File and retrieve tax bills, vault reports, and other documents as needed.
• Provide general information and assistance to customers; communicate with taxpayers and mortgage companies to code parcel and coordinate tax payments.
• Assist elderly taxpayers with tax relief, tax freeze, and quarterly programs; review tax relief and tax freeze applications for completeness.
• Post payments and balance daily transactions; post refunds and advance accounts to the general ledger.
• Handle cash and deposits and manage vault procedures in coordination with internal departments and courier services.

• Bachelor
  39;s degree in Accounting, Finance or Business Administration or closely related field; or any combination of experience and training which enables one to perform the essential job functions.
• Minimum of two (2) years’ experience in processing tax payments; substitution for years of college permitted as applicable.
• Working knowledge of Excel or other spreadsheet software.
• Experience in processing tax payments highly preferred.

Work is performed at a desk or at the tax counter to assist taxpayers. Requires the ability to communicate effectively both orally and in writing with the general public, staff, management and mortgage companies. Requires the ability to operate basic office equipment such as a telephone, calculator, and computer. Must be able to stand for long periods of time.

Work is performed in an office environment and involves extensive contact with the general public.
