Job Summary

The Manager Budget & Accounting supports the Executive Director of Accounting & Financial Planning in overseeing the College’s budgeting and accounting functions. This role focuses on day‑to‑day operations, financial reporting, budgeting and ensures transactions are in compliance with GAAP, federal, state and College’s policies and procedures.

The Manager ensures timely reconciliations, assists with audits, leads the financial statement preparation and supports budget development and monitoring. The ideal candidate possesses good financial, analytical, process improvement, leadership and communication (verbal and written) skills.

Job Duties
  • Manages the day‑to‑day accounting functions which include chart of accounts maintenance, property accounting, general ledger, bank accounts, and sponsored grant funds reconciliations.
  • Monitor expenditures and ensure compliance with policies. Analyzes monthly department budgeting and accounting reports to maintain expenditure controls and budget needs and support forecasting efforts.
  • Manage the grants accounting and reimbursement processes. Prepares reimbursement requests and financial status reports according to contract, agency and college procedures; reconcile grant-sponsored accounts.
  • Lead in preparing annual financial statements, budget reports and financial analyses.
  • Manage budget process for position control system.
  • Provide individual and group training on the Banner financial system, including its reporting tools.
  • Other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in Accounting or Finance.
  • 5+ years of accounting and/or budgeting experience.
  • Expert in use of Microsoft Office.
  • Knowledge of fund accounting, GASB and FASB reporting and generally accepted accounting principles.
  • 2+ years of supervisory experience.
  • Proficiency in Excel and financial software.
  • Strong organizational and communication skills.
  • A background check will be required for the successful candidate.
Preferred Qualifications
  • Master’s degree in Accounting or related field.
  • Experience in higher education or public sector finance.
Knowledge, Skills, and Abilities
  • Experience with automated financial system;
    Banner, Oracle, etc.
  • Knowledge of Generally Accepted Accounting Principles and Tennessee Board of Regents Annual Budget Reporting Requirements.
  • Ability to analyze complex data and exercise sound judgment making decisions with limited supervision.
  • Ability to supervise and coordinate the work of others.
  • Ability to establish and maintain effective relationships with College officials, employees, and general public.
  • Excellent organizational and interpersonal skills. Strong oral and written communication skills.
  • Familiarity with or ability to acquire familiarity with the rules, regulations, policies, and laws governing receipt, expenditure, and other management activities of state, federal, endowment and other funds.
