Job Description

Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

Conducts technical activities in the Field Services Stage I Vapor Recovery Systems at gasoline dispensing facilities and the Open Burn program.

Pay Grade: 48

Salary Commensurate with Experience and Education

Minimum Qualifications

  • Two(2) years of experience in an environmental or health field, or public health consulting;

    AND
  • Bachelor’s degree from an accredited college or university inearth or environmental science, environmental health, oraclosely related field; OR
  • An equivalent combination of related education and/or experience.
  • Experience in performing chemical, biological,or engineering aspects of scientific and/or technical activities, preferred.
  • PROOF OF EDUCATION, TRAINING,/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

  • Enforces federal, state, and local air pollution regulations, including EPA NESHAP requirements for Stage I Vapor Recovery Systems,controlledburns, fugitive dust, and odor or vapor emission sources.
  • Develops, issues, and addresses environmental permits, including Stage I Vapor Recovery and Controlled Burn permits, ensuring compliance with all applicable regulatory standards.
  • Conducts inspections and compliance monitoring activities, including Gasoline Transfer Observations, open burn site inspections, and evaluations of fugitive dust, odor, and vapor emission sources.
  • Initiates and handles enforcement actions, including developing enforcement cases and issuing Notices of Violation, Warning Notices, and penalty assessments aswarranted.
  • Investigates and resolves citizen complaints related to air pollution, recommends corrective actions, and monitors compliance progress through case resolution.
  • Provides technicalassistanceand regulatory guidance to regulated entities to support understanding of air pollution rules and environmental compliance requirements.
  • Educates the regulated community and the public on air quality health impacts, regulatory requirements, and pollution control measures through outreach, site visits, and presentations.
  • Performs other related duties as requiredor directed.

KSAs

  • Knowledge of air pollution control principles, technical terminology, and applicable environmental regulations, including Stage I Vapor Recovery Systems.
  • Abilityto interpret, apply, and enforce environmental rules and regulations to assess compliance and protect public health.
  • Abilityto conduct inspections and investigations, evaluate environmental conditions, and prepare clear inspection reports and enforcement documentation.
  • Strong written and verbal communication skills to effectively work with regulated entities, colleagues, and the public.
  • Proficient in Microsoft Office,Geographic Information System (GIS),or comparable county systems.

Special Requirements

  • Mustpossessand maintain a valid Tennesseedriver'slicense or secure one by date of employment.
  • Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
  • Must be able to travel within Shelby County as required.
  • Must be able to certify as a Visible Emissions Evaluator within six (6) months of employment.
  • Mustmaintainall required licenses,certifications, and training credentials throughout the duration of employment.

Physical Requirements

  • Must be able to walk on rough, uneven terrain and ascend stairs.
  • Must be physically able to perform field inspections.
  • Must be able to work in all types of weather.
  • Must successfully pass a physical assessment.
