Job DescriptionPosition Summary
This position is funded by a grant for a duration of time as defined by the grantor.
Works underthe general supervision of an assigned professional of a higher grade to perform complex and/or comprehensive work in chemical, biological, or engineering aspects of scientific and/or technical activities in the Asbestos NESAHP Demolition and Renovation Program.
Pay Grade: 48
Salary Commensurate with Experience and Education
Minimum Qualifications
- Two (2) years of experience in environmental health or public health consulting;
AND - Bachelor’s degree from an accredited college or university in environmental science, environmental health, earth science, chemistry, physics, biology, microbiology,oracloselyrelated field; OR
- An equivalent combination of related education and/or experience.
- PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
- Enforces federal, state, and local asbestos regulations by conducting demolition, renovation, and removal inspections; developing enforcement cases; preparing notices of inquiry and violation with penalty assessments; and serving as a technical/expert witness in hearings or court proceedings.
- Reviews and evaluates asbestos NESHAP notifications, surveys, and work plans for demolition and renovation projects to ensure accuracy, completeness, and regulatory compliance prior to and during project activities.
- Conductsrequireasbestos active removal inspections (including inside-containment inspections) in accordance with
EPA reporting requirements to verify compliance and minimize asbestos exposure risks. - Monitors asbestos demolition and renovation project sand ensures corrective actions are implemented to address violations, prevent exposure, and achieve sustained regulatory compliance.
- Investigates citizen complaintsregardingalleged asbestos disturbances or potential exposure during demolition or renovation activities and documents findings and enforcement outcomes.
- Provides education, technical assistance, and coordination by advising contractors, building owners, government agencies, and the public on asbestos regulations and health risks; delivering presentations and guidance materials; and coordinating enforcement activities with state and federal oversight agencies.
- Performs other related duties as requiredor directed.
KSAs
- Thorough knowledge of federal, state, and local environmental regulations, particularly asbestos and air pollution rules, and the ability to interpret and apply regulatory requirements accurately.
- Ability to investigate, evaluate, and assess asbestos demolition and renovation projects for regulatory compliance, environmental protection, and public health.
- Ability to research, document, and develop inspection reports and enforcement cases, including findings, corrective actions, and supporting regulatory documentation.
- Knowledge of technical terminology and principles in air pollution, asbestos control, and environmental health sufficient to conduct inspections andverballycommunicateclearly regulatory requirements, findings, and compliance expectations to regulated parties and agencies.
- Strong written and verbal communication skills.
- Ability to work collaboratively and respond professionally to citizens and stakeholders, including handling complaints and sensitive situations in a constructive, customer-focused manner.
- Proficient knowledge in Microsoft Office or comparable county systems.
Special Requirements
- Must posses sand maintain a valid Tennessee driver'slicense or secure one by date of employment.
- Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.
- Must obtain certification as an Asbestos Building Inspector/Management Planner within six (6) months of employment.
- Must pass an annual asbestos physical exam and annual certification to wear a respirator.
- Must be able to certify as a Visible Emissions Evaluator every six (6) months of employment.
- Mustmaintainall required licenses,certifications,and training credentials throughout the duration of employment.
