Position Overview /Duties

Pre-Award. Performs procurement planning and in coordination with the technical office, develops the contractual strategy to be used in the procurement of a specific contract/contract program. Develops solicitation/amendment documents incorporating provisions such as Cost Accounting Standards (CAS), cost or pricing data, special testing requirements, GFP, and payment provisions as required. Analyzes proposals in negotiated procurements for compliance with scope of work and evaluation criteria set forth in the solicitation.

Performs cost or price analysis, profit analysis, determines acceptability of technical proposals, reviews and resolves exceptions taken by RFP from offerers, obtains and reviews subcontracting plans, develops business clearance memorandums and contract documents, obtains necessary reviews/approvals and recommends award of the contract. Serves as lead negotiator for the Government negotiation team that is composed of technical specialists and council and the contracting member on the source selection evaluation board for the Government during negotiations on negotiated procurements.

Post-Award. Performs contract management by monitoring a group of contracts during the post-award contract phase of the procurement cycle to assure timely receipt of all contractual data specified. Advises the Contracting Officer and other Government personnel on the contractor's compliance with Contract requirements and recommends alternatives available for corrective actions. Prepares response for all contract related inquiries, to include requests for approval of contract deviations.

Approves contract payments, assesses liquidated or actual damages for non-performance, issues show cause or cure notices, closes out contracts or terminates contracts for default or convenience.

Basic Requirement For The Contract Specialist

Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption

You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Requirements

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

NH-03:

One year of specialized experience which includes:
1) Performing pre-and post-award contracting functions for various projects,
2) Providing advice and/or solutions for issues that may occur during contract negotiations, and
3) Administer contracts to include contract modifications, close-outs, and terminations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11 equivalent).
