LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF CORRECTION, SHELBY COUNTY

A Motor Vehicle Records (MVR) screening will be conducted prior to employment.

This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Education and Experience:

Graduation from an accredited college or university with an associate's degree and three years of relevant experience in corrections, community supervision, case management, rehabilitation services, or related field.

Substitution of Experience for

Education:

Full-time relevant experience in corrections, community supervision, case management, rehabilitation services, or related field may be substituted for the required education on a year for year basis, up to a maximum of two years.

Substitution of Education for

Experience:

Two years of relevant graduate coursework in criminal justice, social work, psychology or behavioral science may be substituted for the required experience on a year-for-year basis.

OR

Three years as a TDOC Case Manager with the Tennessee Department of Correction.

Qualifications:

A valid vehicle operator's license may be required for employment in some positions.

Under general supervision, the TDOC Chief Case Manager leads institutional case management and correctional program operations by managing staff, developing and implementing policies, overseeing classification and reentry processes, and ensuring compliance. The role conducts quality assurance reviews, analyzes operational and reentry data, collaborates with internal and external partners, and provides expert guidance to ensure effective case management, program delivery, and offender transition planning.

• Lead case management and institutional program operations and may supervise staff to oversee classification and reentry processes (admissions, releases, processing, contraband prevention, records, transfers).
• Serve as the institutional Subject Matter Expert (SME) for case management, classification and/or inmate placement, program operations, and provide technical guidance and case approvals.
• Develop, update, and issue local policies or Standard Operating Procedures (SOP) and implement through directives, training, and monitoring ensuring TDOC and American Correctional Association (ACA) standards and compliance with state and federal requirements and best practices.
• Perform quality assurance audits of caseloads, documentation, and risk-needs assessments.
• Analyze data to ensure compliance and outcomes while using findings to prioritize work, guide decisions, and communicate trends, results, and compliance updates.
• Evaluate service providers and resources (placements and case management) to ensure offenders receive services.
• Coordinate reentry planning by assessing underlying needs, reviewing cases prior to release, and collaborating with Unit Managers, Counselors, Reentry Specialists, and community partners.
• Conduct regular housing unit visits to engage offenders on case management needs and program questions, collaborate regularly with peers and supervisors, participate in duty officer rotations, and represent the institution with external agencies supporting reentry.
