FINANCE AND BUSINESS OPERATIONS DIRECTOR Purpose of Job
The purpose of this position is to develop, oversee, and present departmental budgets while managing and directing financial resources to ensure effective implementation of organizational programs and objectives.
Essential Functions- Financial Leadership & Budget Management:
Direct and oversee multiple departmental budgets, ensuring alignment with state and federal guidelines and organizational priorities. - Strategic Financial Planning:
Advise executive leadership on budgeting, forecasting, and financial impacts to guide long term program and capital planning. - Staff Supervision & Development:
Manage assigned staff, including hiring, training, performance evaluations, and handling personnel matters. - Program Auditing & Compliance:
Oversee internal program audits and external contract agency audits to ensure compliance with financial standards and regulatory requirements. - Financial Reporting & Fund Management:
Prepare and submit cost reports to federal, state, and local agencies; approve funding draws and manage all departmental funds. - Indigent Care Program Oversight:
Direct financial operations, reporting, and payment systems for the Indigent Care Program; advise hospitals and governing boards on contract and financial changes. - Executive Advisory & Policy Support:
Provide financial status updates to senior leadership and the County Mayor; assist in policy development and implementation. - Cross Department Coordination:
Maintain strong communication with department heads to ensure consistent financial information flow and operational alignment. - Purchasing & Procurement Oversight:
Manage departmental purchasing approvals and determine handling of nonroutine or emergency purchases within county and state regulations. - External Relations & Grant Coordination:
Communicate with external agencies regarding grant funding availability and represent the department to boards and community stakeholders on financial and policy matters.
- Education:
Bachelor's degree in Finance, Accounting, or related field ;
Master’s degree preferred - Certifications (Required By Hire):
None - Certifications (Required After Hire):
Must obtain and maintain Certified County Finance Officer (CCFO) certification within one (1) year of hire into role. - Experience:
Six years of supervisor experience directing a department budget and accounting system of a major healthcare or similar facility including progressive experience with accounting software and Excel - Preferences:
None - Other Requirements:
Must possess and maintain a valid TN State Driver's License; must have reliable transportation and maintain automobile liability insurance that meets Tennessee’s financial responsibility law on personal automobile
- Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
- Background check will be conducted prior to hire. Motor Vehicle Record (MVR) review will be conducted prior to being authorized to drive for county business.
- Knowledge of accounting, finance, and public administration
- Solid understanding of computers and office technology supporting efficient financial operations
- Strong verbal and written communication skills, enabling clear presentation of financial information to leadership and stakeholders
- Actively supports continuous improvement initiatives to strengthen financial processes and organizational performance
- Collaborative leader with exceptional interpersonal and customer service skills, fostering strong relationships across teams and departments
Highly self-directed with the ability to manage complex tasks and deadlines with minimal supervision - Adaptable to changing program demands, organizational needs, and fiscal priorities within a dynamic public sector/public health environment
- Strong analytical and problem solving capabilities, with a focus on financial accuracy and strategic decision-making
- Excellent organizational skills for managing multiple financial projects, reports, and compliance requirements
