Lead owner-side procurement strategy for Portsmouth Power. This role owns the procurement roadmap, long-lead equipment strategy, procurement matrix, supplier market intelligence, RFx governance, bid evaluation process, package strategy, procurement risk, expediting strategy, logistics coordination, and supplier relationship management in alignment with Commercial, Engineering, Program Controls, and Program Delivery.

We are hiring for this position in NY and CA and are also open to candidates located in Ohio or Texas. Compensation may vary depending on geographic location, experience, and other job-related factors.

• Procurement strategy and procurement matrix established across owner-procured equipment, EPC/EPCM-procured scopes, professional services, enabling works, and critical long-lead items.
• Long-lead equipment risk map created for gas turbines, transformers, switch gear, breakers, control systems, major mechanical/electrical equipment, and other constrained packages.
• Material management and long-term storage plans, locations, logistics, agreements, and associated risk mitigation measures.
• Bid evaluation governance established with clear commercial, technical, schedule, quality, safety, supply chain, and risk criteria.
• Procurement and commercial responsibilities clearly divided to avoid duplicated authority or unowned contract risks.

• Develop and own the Portsmouth procurement strategy, including procurement matrix, package strategy, sourcing plan, supplier engagement plan, long-lead equipment strategy, expediting model, and procurement governance.
• Lead strategic sourcing for critical owner-managed packages and coordinate with EPC/EPCM or PMO-managed procurement scopes to ensure alignment with owner requirements.
• Partner with Engineering & Technical to translate owner requirements into procurement specifications, RFx packages, technical evaluation criteria, approved vendor lists, and scope clarifications.
• Partner with Commercial, Contracts & Offtake to align procurement approach with contract strategy, risk allocation, compensation model, approval thresholds, legal terms, and negotiation strategy.
• Partner with Program Controls to integrate procurement schedules, supplier lead times, delivery commitments, logistics risks, cash flow, commitments, and procurement-related schedule risks into the master controls framework.
• Lead supplier market analysis, demand forecasting, capacity assessments, bid strategy, RFx execution, bid evaluation, negotiation support, award recommendations, and supplier relationship management.
• Identify and elevate supply chain risks, including OEM capacity constraints, sole-source risks, quality risks, logistics bottlenecks, trade/compliance issues, financial health, and schedule exposure.
• Establish procurement reporting, supplier performance scorecards, commitments tracking, expediting milestones, and issue escalation routines.
• Coordinate logistics and material management strategy with future construction, site delivery, and materials management capabilities.
• Build future procurement organization and processes as the program scales, including buyers, expeditors, supplier quality coordination, logistics, and contract administration interfaces.
• Establish and oversee the program's material management strategy, including logistics, warehousing, inventory control, preservation, storage, and traceability for owner-furnished and long-lead equipment to ensure readiness for construction and commissioning.
