The Lake County General Health District is seeking a strategic, detail-oriented, and experienced financial professional to serve as our Finance Director.
As a core member of our executive leadership team, the Finance Director oversees all financial operations, budgeting, funding compliance, and strategic fiscal planning for the Health District. This role requires an individual who can balance high-level financial strategy with the rigorous, hands‑on compliance standards required in public health and government accounting. The Finance Director ensures fiscal integrity, transparency, and sustainable funding to support our mission of protecting and promoting the health of Lake County residents.
Key Responsibilities- Fiscal Management & Strategy:
Direct and manage all financial operations, including general ledger, accounts payable/receivable, payroll, and cash flow management. Provide the Health Commissioner and Board of Health with accurate, timely financial statements and long-range fiscal forecasts. - Budget Development & Oversight:
Lead the annual budget preparation and appropriations process. Monitor agency-wide and divisional expenditures to ensure alignment with approved fiscal targets. - Grant & Funding Compliance:
Oversee financial tracking and reporting for various federal, state, and local grants. Ensure strict compliance with Uniform Guidance, public health funding requirements, and grantor restrictions. - Audit & Internal Controls:
Serve as the primary liaison for state and independent fiscal audits. Maintain, review, and strengthen internal control systems to safeguard public funds and ensure zero audit variances. - Leadership &
Collaboration:
Supervise and mentor fiscal department staff. Collaborate closely with agency division heads to align fiscal planning with operational public health goals.
- Education:
Bachelor’s degree in Business Administration, Accounting, Finance, or a closely related field. - Experience:
Minimum of five years of progressive financial management experience, ideally in a government, public health, or non-profit setting. - Deep familiarity with governmental accounting standards (GASB), fund accounting, and state auditor protocols.
- Prior experience managing public health funding, federal grants, or county-level fiscal systems in Ohio.
