Position Overview
The Connecticut Department of Emergency Services and Public Protection (DESPP) is recruiting for a Qualified Craft Worker (HVACR) 40‑hour position. The position will be based at the Facilities Maintenance building in Meriden and will follow a Monday‑Friday schedule from 7:00 AM to 3:30 PM.

Responsibilities- Perform preventive maintenance, repairs, and installations of heating, ventilation, air conditioning, and refrigeration (HVACR) systems primarily at DESPP radio towers and, as needed, at DESPP troops and buildings statewide.
- Operate, maintain, repair, install, modify, and assemble air conditioning and refrigeration equipment and systems that use Freon or chilled water for cooling and air or water for condenser means.
- Determine required cooling capacity for units needed for small areas and use interpret psychometric charts.
- Control and measure air flow, room air changes, and room pressurization.
- Monitor computerized control systems.
- Perform minor tests for fuel specific gravity and gas leaks.
- Add water treatment chemicals to boilers.
- Create estimates of time and materials, and obtain required materials for assigned tasks.
- Maintain required records.
- When operating in smaller trade areas, act as the sole worker running a skilled trade area.
- Perform related duties, such as installing, modifying, repairing, and assembling electrical or pneumatic controls for HVACR equipment; inspecting and repairing steam traps; removing pipe insulation materials; acting as liaison with other units; operating heavy equipment; responding to emergency situations at state‑owned airports.
- Perform additional duties as required by the agency.
- Maintain a valid driver’s license and be eligible for a state‑owned vehicle parking privilege upon successful completion of the working test period.
- Extensive knowledge of standard tools, materials, methods, and HVACR trade practices.
- Interpersonal, oral, and written communication skills.
- Ability to prepare estimates, keep shop records, and utilize computer software.
- Four (4) years of experience performing tasks in the heating, ventilation, air conditioning, and refrigeration trade.
- Two (2) of those years must involve skilled HVACR work.
- Graduation from a vocational or technical school with a diploma in a maintenance trade area may substitute for two (2) years of general experience.
- For members of the University of Connecticut, satisfactory performance and completion of the UConn Facilities Internship Training Program may substitute for the required experience at the discretion of UConn Facilities Operations and Human Resources.
- Members of other state agencies may substitute two (2) years as a Qualified Craft Worker Trainee in a designated maintenance trade area.
- Experience performing technical duties within the HVACR area on a military base, aircraft carrier, or large compound may be substituted on a year‑for‑year basis.
- Experience applying tools, materials, and methods in HVACR trade practices.
- Experience using computer software to prepare estimates and keep shop records.
- Experience driving vans and pickup trucks.
- Experience with HVACR preventive maintenance and troubleshooting.
- Incumbents in this class must possess and retain a current State of Connecticut heating, piping, and/or cooling license.
- Other required licenses, permits, or certifications may be mandated by the appointing authority.
Incumbents must have adequate physical strength, stamina, agility, and visual and auditory acuity. Tasks may require lifting moderate to heavy weights, using protective equipment such as respirators and safety goggles, and exposure to risks from equipment, extreme weather, or hazardous materials. A physical examination may be required.
