Idaho Materials & Construction, a CRH company, is seeking an experienced Project Manager / Estimator to lead the estimating, bidding, planning, execution, and financial management of heavy civil construction projects. This position is responsible for developing accurate cost estimates, preparing competitive bids, managing awarded projects, and ensuring successful project delivery while maintaining the highest standards of safety, quality, and customer satisfaction.

The ideal candidate will have demonstrated experience in earthwork, utility, demolition, site development, and heavy civil construction projects, along with strong leadership, financial, and project management skills.
Key Responsibilities Estimating & Bidding- Prepare quantity takeoffs and detailed cost estimates for labor, materials, equipment, subcontractors, and overhead.
- Review plans, specifications, contracts, and bid documents.
- Develop competitive project bids and proposals.
- Solicit, analyze, and evaluate subcontractor and supplier quotations.
- Analyze project risks, productivity assumptions, and scheduling requirements.
- Maintain current unit pricing, production rates, and market intelligence.
- Bid and manage multiple projects concurrently
- Manage awarded construction projects from contract award through closeout.
- Develop and maintain project schedules and work plans.
- Conduct weekly project cost reviews and monitor profit/loss performance.
- Visit project sites regularly to monitor progress and coordinate with Project Superintendents.
- Review job costs, forecasts, production reports, and resource utilization.
- Manage project documentation, billing, reporting, and contract administration.
- Oversee subcontractors, suppliers, and vendor performance.
- Administer and negotiate change orders and contract modifications.
- Ensure projects are completed safely, on schedule, within budget, and to company quality standards.
- Maintain strong working relationships with owners, customers, engineers, and public agencies.
- Provide exceptional customer service throughout the project lifecycle.
- Communicate project status, risks, and opportunities effectively.
- Resolve issues proactively to ensure customer satisfaction and project success.
- Promote and enforce all company safety policies and procedures.
- Ensure safe work practices are followed throughout all phases of construction.
- Partner with field leadership to maintain a strong safety culture.
Required Qualifications
Education
- Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred.
- Equivalent combinations of education and relevant experience may be considered
- Five (5) or more years of construction estimating and/or project management experience preferred.
- Experience with:
- Earthwork
- Utility construction
- Demolition
- Site development
- Heavy civil construction
- Asphalt paving and related infrastructure projects
- Experience managing project budgets, schedules, and cost controls.
- Strong understanding of heavy civil construction means and methods.
- Ability to read and interpret plans, specifications, and contract documents.
- Experience with quantity takeoffs, crew production analysis, and scheduling.
- Strong financial management and cost control skills.
- Excellent written and verbal communication abilities.
- Strong organizational and time-management skills.
- Effective negotiation and problem-solving capabilities.
- Ability to manage multiple priorities in a fast-paced environment.
