Position Summary
The Environmental Scientist/Technician under the current Base Realignment and Closure (BRAC) Environmental Construction Optimization Services (BECOS) contract is responsible for performing multi-media environmental field sampling (soil, groundwater, air), compliance monitoring (closed landfill inspections, free product measurements), operation and maintenance of existing soil vapor extraction (SVE) and groundwater treatment system (GWTS) and other environmental remediation tasks at the Former Williams Air Force Base (WAFB), located in Mesa, Arizona.
The role ensures that all sampling and compliance monitoring is performed in accordance with final planning documents, applicable regulatory requirements (CERCLA, RCRA, AZDEQ, other), client‑specific, and organizational standards while coordinating closely with GSI Program and Project Managers.
GSI is the current BECOS Prime Contractor and performs environmental compliance and remediation work at the following Former Air Force Installations:
- Former Williams Air Force Base (Mesa, Arizona)
- Former George Air Force Base (Victorville, California)
- Former March Air Force Base (Riverside, California)
- Former Norton, Air Force Base (San Bernardino, California)
This specific position is required to perform BECOS Program work at the former Williams AFB.
Key Responsibilities Leadership & Oversight- Serve as the Field Technical Leader for all BECOS Program requirements at WAFB.
- Self-perform and/or provide oversight of field sampling and compliance monitoring requirements at numerous sites at the former WAFB.
- Identify field requirements, manage field schedule of activities to be performed by site, and organize and manage all field equipment, materials/sampling supplies including laboratory containers and paperwork to be completed.
- Forecast field equipment, materials/sampling supplies and resource (including personnel) needs and work collaboratively with GSI PMs to perform resource leveling.
- Self-perform and/or provide oversight of all field assignments at WAFB.
- Ensure all sampling and compliance monitoring is performed in accordance with final planning documents.
- Execute all field assignments in compliance with Final Health & Safety Plan
- Communicate effectively with Air Force and WAFB personnel as well as GSI Project Managers and other technical staff on field schedule, execution of field work, data collection and reporting requirements.
- Ensure compliance with CERCLA, RCRA, and client-specific requirements.
- Bachelor’s degree in a relevant scientific or engineering field (required).
- 5+ years professional experience, including 5+ years supporting large DoD/Federal environmental projects.
- Experience with CERCLA, RCRA, and DoD environmental programs.
- Experience performing multi-media environmental sampling (including soil, groundwater, vapor), operation and maintenance SVE and GWTS, free product measurements and compliance reporting.
- Preferred: experience with USACE, AFCEC, AEC, NAVFAC.
- Strong written and verbal communication skills.
- Certifications:
40-Hour OSHA HAZWOPER Training, 8-Hour update, First Aid and CPR Training
HTRW, IRP, CERCLA, RCRA, multi-media environmental sampling, SVE, GWTS, O&M, environmental remediation and reporting
