This recruitment will fill two vacancies at either the Utilities Systems Analyst I or II level.
Utilities Systems Analyst IA Utilities Systems Analyst I provides technical support for the Utilities Department Supervisory Control and Data Acquisition (SCADA) system.
- Program, modify, and test graphic interfaces for Water Treatment Plant Operators.
- Develop Operator control interfaces using Visual Basic and 3D graphics animation.
- Program PLCs using Ladder, Function Block, Structured Text, and Sequential Function Chart logic.
- Install, configure, and maintain workstations, laptops, and peripherals.
- Assist in evaluating hardware, software, and peripherals for new and existing facilities.
- Test and modify applications used for operational interfacing with PLCs.
- Verify Process and Instrumentation (P&) and electrical drawings against control descriptions and plant specifications.
- Create SCADA Human Machine Interface (HMI) graphics and associated database.
- Develop and implement SCADA alarm functions.
- Troubleshoot the system and correct problems.
- Develop daily, weekly, monthly, and yearly reports for management and plant personnel.
- Produce SCADA documentation and perform related duties as required.
Incumbents carry out assignments without detailed instruction or guidance.
Minimum Qualifications- Associate’s degree in Computer Science, Information Technology, Engineering, or related field (accredited).
- 1–3 years of experience in information systems, including SCADA or Utility Network experience.
Must possess a valid Class D Arizona Driver's License by hire or promotion date.
Substance Abuse TestingDue to the safety and/or security‑sensitive nature of this classification, individuals shall be subject to pre‑employment/pre‑placement alcohol, drug, and controlled substance testing as outlined in City policy and procedures.
Preferred/Desirable QualificationsExperience in installation, maintenance, calibration, and repair of electronic (solid‑state) controls, instrumentation, and related equipment.

Utilities Systems Analyst IIA Utilities Systems Analyst II is responsible for ensuring the security, integrity, and availability of industrial control systems within the City, monitoring, managing, and securing the network and systems that control critical industrial operations.
- Provide technical support and expertise in programming SCADA systems.
- Develop programs, install upgrades, maintain, and repair PLCs at Water Treatment Plants, pump stations, wells, lift stations, and sulfide treatment stations using Function Block Programming and HMI design.
- Create, modify, and test graphic interfaces for the Utility Control Center and Plant Operators.
- Evaluate, test, and review vendor products.
- Assist in installing, maintaining, troubleshooting, repairing, and modifying SCADA system hardware and software (Ethernet networks, servers, workstations, routers, switches, PLCs, etc.).
- Verify P& electrical drawings for accuracy and consistency with control descriptions and plant specifications.
- Interface with engineers, contractors, vendors, and City personnel to determine PLC software requirements and HMI needs.
- Maintain documentation regarding the SCADA network.
- Develop daily, weekly, monthly, and yearly reports for management and plant personnel.
- Provide on‑call support during non‑business hours, including evenings, weekends, and holidays.
