Development Services Director

City of Mesquite, Nevada

The City of Mesquite, Nevada, seeks an experienced, visionary, and collaborative leader to serve as its next Development Services Director. Reporting directly to the City Manager, this executive level position oversees the City’s planning, zoning, building inspections, business licensing, code enforcement, growth management, and development review functions. The Director leads departmental operations, manages professional staff, administers the department budget, and serves as a key advisor to the City Manager, City Council, Planning Commission, and other advisory boards.

Key Responsibilities
  • Direct planning and zoning programs
  • Oversee subdivision and development review processes
  • Administer building and business licensing services
  • Manage code enforcement activities
  • Coordinate cross‑departmental development services
  • Negotiate public‑private partnerships
  • Evaluate planning legislation
  • Represent the City before regional agencies, stakeholder groups, developers, businesses, and residents
  • Lead environmental sustainability initiatives and long‑range community planning efforts
Qualifications
  • Bachelor’s degree in urban planning, public administration, or related field
  • Five years of progressively responsible experience in a municipal planning or building department, including at least four years in a management role
  • Master’s degree preferred
  • AICP certification required within one year of appointment
  • Strong political acumen, exceptional communication and relationship‑building skills, and demonstrated leadership in a dynamic municipal environment
  • Experience working with elected officials, development stakeholders, and the public while balancing community interests, regulatory requirements, and strategic growth objectives
Salary

$100,000 – $140,000 annually, commensurate with experience
