TxDOT's Dallas County Area Office is seeking for a highly motivated Utility Coordinator to join our team. This position plays a critical role in supporting transportation projects from design stage to construction, serving as a technical expert and central point of coordination between TxDOT, utility companies, property owners, and other agencies. This position oversees utility adjustments, relocations, permitting, and compliance with state and federal requirements.
The utility coordinator monitors utility installations and relocations, researches and resolves issues, reviews and recommends solutions, and thoroughly understands the TAC rules as it relates to utilities. Ideal candidates are detail-oriented with strong analytical and communication skills that can interpret policies and manage multiple priorities at once.
Position Title Salary Grade/Range:
- Utility Coordinator I B16 - $40,918 - $61,130/year
- Utility Coordinator II B18 - $45,521 - $71,055/year
- Utility Coordinator III B20 - $51,158 - $81,351/year
This position is for a Utility Coordinator I, II, or III. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.
Minimum Salary: $40,918.00
Maximum Salary: $81,351.00

Description:
Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires [considerable] contact with private entities and governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Utility Coordinator I, II, and III:
- Prepares, processes and maintains documents, references and/or resource materials.
- Assists with review and processing of new utility installation permits
- Assists with implementing and interpreting Department policies and procedures as related to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
- Enters and maintains, with supervision, the electronic documentation and data in TxDOT systems are accurate and up-to-date.
- Assists with review of agreements, plans, specifications and billings submitted by the utility companies.
- Assists with providing updates on current projects for progress and pending projects for planning and portfolio management purposes; consults and advises personnel in policies and procedures.
- Performs other job responsibilities as assigned.
- Utility Coordinator II and III:
- Performs reviews and determines eligibility requirements for payment of relocation reimbursements.
- Reviews current projects for progress and pending projects for planning purposes; advises and trains others on policies and procedures.
- Reviews and processes utility permits and other related highway permits.
- Assists in reviewing and processing new utility installation permits.
- Implements and interprets Department policies and procedures as they relate to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
- Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions to resolve problems.
- Monitors the installation/removal, adjustment or relocation of utilities.
- Prepares, processes and maintains documents, references and/or resource materials.
- Consults with area engineer and/or maintenance supervisor on complex utility permit issues.
