EMPLOYMENT BEGINS: As soon as possible

PRIMARY PURPOSE:

To lead, manage, direct, and administer the daily operations, programs, and functions affecting the safety, security, and emergency preparedness of District campuses and facilities ensuring that all staff and students enjoy a safe and secure learning environment.

QUALIFICATIONS:

EDUCATION/CERTIFICATION:

• Bachelor's Degree in Criminology, Criminal Justice, Emergency Management or similar degree related to school or safety administration preferred

• Former or currently Licensed Peace Officer or federal law enforcement agent preferred

• Professional certifications in security related fields preferred

• Law enforcement leadership training from an accredited or nationally recognized organization preferred

SPECIAL KNOWLEDGE/SKILLS:

• Considerable knowledge of the principles of state and local policies and procedures regarding the administration of school safety and security and emergency management programs

• Knowledge of applicable laws, regulations, and codes in the area of safety and security and emergency management

• Knowledge of health and safety programs and applicable laws

• Knowledge of emergency operations planning

• Ability to manage budgets and direct personnel

• Strong public relations, organizational, communication, and interpersonal skills

• Understanding of a School Resource Officer (SRO) program

EXPERIENCE:

• Two (2) or more years of experience leading school safety and school emergency management operations preferred

• School Resource Officer experience preferred

• Prior experience in law enforcement at the command level preferred

MAJOR RESPONSIBILITIES AND DUTIES:

• Direct and manage the school safety and security operations of the District

• Ensure that programs are cost effective and funds are managed prudently

• Compile, maintain, and file all reports, records, and other documents as required by law, policy, and/or the Texas School Safety Center

• Ensure the District's Multi-hazard Emergency Operations Plan is maintained in accordance with governing mandates and is fully implemented throughout the District

• Ensure school safety, security, and emergency management programs are supportive of the instructional goals of the District and help in accomplishing the mission of the district

• Promote a positive, caring climate for working and learning

• Assess and respond to needs related to job responsibilities

• Build and help coordinate relationships between district, police, and fire departments as it relates to the needs of our students

• Foster and cultivate strong working relationships, to include community-based programs, between the District and the community to ensure school safety is a shared responsibility, and to improve trust between the District and community

• Assist the Mesquite Police Department and Balch Springs Police Department in the management of the SRO program

• Assist campus administrators with traffic flow and traffic problems through and around their campus

• Identify and develop training options and/or improvement plans to ensure effective operations and best practices in the area of safety and security

• Work with the Athletic Department to ensure security coverage at district facilities and events

• Coordinate, develop, and manage all disaster and emergency planning, in collaboration with appropriate district departments

• Serve as the District's Emergency Management Coordinator

• Develop, evaluate, and maintain a systems approach to processes relative to safety, emergency management programs

• Ensure compliance with all drills and exercises required by law as well as those mandated in the District's Multi-hazard Emergency Operations Plan (e.g. lockdown, secure, hold, shelter, evacuate)

• Serve as a liaison with all safety and security inspectors, regulatory, and enforcement agencies
