Surveyor Manager

The incumbent performs professional and supervisory survey work with primary responsibility for managingcontracted surveyconsultantservices,planning and supervising surveyoperations and utilitylocationwork.

Works under the general supervision of the City Engineer, and achievement of objectives are reviewed throughconferences, oraland written reports,andevaluationofresultsobtained.

• Certifiesandsignsallsurveysandmaps,legaldescriptionandsketchespreparedbythe
  
  Cityof
  
  Cityownedproperties,right ofways,easements,andforengineering plansforneighborhoodimprovements.
• Administersandmanagescontractedsurveywork toensurecompliance withapplicablelaws.
• Supports the City Engineerbypreparingspecifications ,evaluatingproposalsandrecommendingconsultingfirms.
• Participatesinnegotiatingcontractswithsurveyconsultingfirms.
• Consults with and advises City departments, county, state, and federal agencies, other professional surveyorsandmappers,engineers,architects,developers,attorneys,privatecitizensandcontractorsregardingsurveys.
• Coordinatesprojectswith Citycontractedsurveyconsultants.
• Prepare Requests for Qualificationsforsurveyconsultantsanddevelopssurveyrateschedules .
• Reviewssurveylegaldocumentscontainedwithinproposed City Resolutionsinvolvingeasements ,agreements,vacationofrightofwaysandexecutionofdocumentsforrecordinginthecountypublicrecords.
• Formulates and implements operating procedures relative to the Survey Section, including hiring, mentoring,evaluating, anddiscipliningpersonnelwithinareaofresponsibility.
• Developsandadministersoperatingbudget,forSurvey
  
  Sectionbyestablishinggoalsandobjectives,justifying operatingneeds, monitoringexpenditures,andpreparingrequiredreports.
• Reviews and approves As-Built Surveys meeting requirements prior to contractors receiving payments oracceptance from the City on all Public Works and CIP projects made to neighborhoods and city ownedpropertiesimprovement
• Plans, assigns, and supervises the work of technical or professionalassistantsin the surveying sectioninsuch duties as: planning and executing difficult land or engineering surveys, preparing reports and surveymaps,platsanddataforthe City’s GIS.
• Supervisesthe fieldsurveysofaccidentsitesasrequiredby.
• Reviews instrumentsof conveyanceandof titletoland.
• Supervisessearchofpublicrecordsfordeeds,easements,legaldescriptions,andnamesandaddressesofownersforeasementencumbrances, propertyboundaryconfiguration,chain oftitleforownershipetc.
• Analyzeslegaldescriptions,maps,plats,sketches,abstractsoftitle,andtaxassessmentstoassiststhe
  
  CityAttorneyinpropertymatters.
• Performscomplexprofessionallandandengineeringsurveyingcalculationsandreviewslegalrecordstoobtain necessarydatafor officeandfield use.
• Administration of City Survey Consultantcontractstoprovideefficiencyandcost  effectiveness.
• Ensures staff is properly trained in survey operations and safety measures.
• Performs other related duties as required.

• Mustbe aRegistered Land Surveyorinthe State of Floridafortenyears.
• Seven years full-time experience inmanagementcapacity.
• Thoroughknowledgeofthe Floridasurveystandards.
• Ability to obtain and maintain a valid Florida driver's license, without any restrictions affecting job performance.

• Musthavetheuseof sensoryskills inordertoeffectively communicateandinteractwithotheremployees andthepublic throughtheuseofthetelephoneandpersonalcontact.
• Physicalcapabilitytoeffectivelyuseandoperatevariousitemsofofficerelatedequipment,suchas,butnotlimitedto,wordprocessor,calculator,copier,andfaxmachine.
• Operationofmodernsurveyingequipmentsuchas,butnotlimitedto,RTKGPS,Data Collectors,levelsandsurveysoftware,etc.
• Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling.
