This is professional and administrative work managing vertical construction projects, as well as park and open space developments for the city. Employees in this class are responsible for authorizing and monitoring the work of architectural and engineering consultants and contractors engaged in the planning, design and construction of city buildings, parks, open spaces, and related facilities. The work involves managing various projects through all phases of development including planning, consultant selection, design management, contractor selection, permitting, construction management, inspection, and warranty administration.
Responsibilities- Coordinate with consultants and city agency officials in the development of building, infrastructure, or open space projects.
- Issue work orders to consultants, surveyors, and testing labs.
- Verify consultants’ invoices and recommend payment.
- Review consultants’ plans and specifications at various stages of development for conformance to program requirements, design standards, contract compliance, and completeness and accuracy.
- Suggest and implement changes, additions, and corrections.
- Monitor consultants’ cost estimates.
- Schedule, attend, and write reports of meetings with consultants, city agency representatives, major stakeholders, and/or the general public.
- Coordinate bid advertisements, printings, and distribution plans and specifications to bidders.
- Arrange direct purchases and oversee the goods and services needs for capital projects.
- Assist in the evaluation of bids and make recommendations for award of contract and coordinate execution of contracts.
- Schedule and assist in conducting pre‑construction and pre‑bid meetings with consultants, contractors, and sub‑contractors.
- Originate “Notices to Proceed” to contractors and work orders to consultants and testing labs.
- Review and recommend approval of periodic requisitions, invoices, and supporting data from contractors, consultants, and testing labs.
- Prepare and review field inspection reports, as required.
- Prepare schedules and conduct site visits to monitor construction progress.
- Keep user agencies informed.
- Prepare change orders to contract.
- Keep records of contingency allowance and consultants’ payments.
- Inspect and coordinate projects for substantial completion and prepare a list of any deficiencies.
- Prepare performance reports on contractors and consultants and provide timely project updates, progress, and status reports.
- Arrange for correction of defects by contractor during warranty period.
- Schedule and conduct site inspections at end of warranty period and assure correction of defects.
- Qualify the department as general contractor and obtain building permits, as necessary.
- Maintain project administrative records and files.
- Perform related work as required.
- Bachelor's degree in Architecture, Engineering, Building Construction, or a closely related field and four (4) years of experience in the design, construction, or management of building construction projects, including a minimum of 4 years of experience on 40‑50 year recertification projects.
- Professional license is highly desirable:
State of Florida Professional Engineer, State of Florida Registered Architect, Miami‑Dade County or State of Florida General Contractor, Miami‑Dade County or State of Florida General Building or Engineering Contractor. - Equivalent combination of education and experience beyond a high school diploma or its equivalent, and two (2) years of the required experience.
Valid Driver’s License from any state (equivalent to a State of Florida Class
E) may be utilized upon application, but a State of Florida Driver’s License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
Must be able to work a permanent or rotating shift schedule to include nights, weekends, and holidays.
