This is advanced professional and administrative work with supervisory responsibility managing building, roadway infrastructure, or drainage construction projects for the city. The employee plans, assigns, and reviews the work of a professional staff of Construction Managers and administrative staff. Responsibilities include analyzing special conditions on projects, assisting subordinates with complex solutions, and helping establish division objectives. Incumbents exercise independent judgment in applying architectural planning, design and construction principles and related engineering knowledge, and administer a variety of projects.
General supervision is provided by a superior who ensures effective work planning and quality of results through performance reporting.
- Adheres to guidelines for reviewing consultants’ plans and specifications.
- Conducts meetings with consultants, user agencies, and contractors.
- Follows design guidelines and construction standards for projects.
- Assists subordinates with unusual or difficult solutions to complex construction problems.
- Analyzes and incorporates construction suggestions from city departments and user agencies for building projects.
- Determines if pre-bid conferences are required and informs bidders of conditions affecting bid prices.
- Evaluates bids and makes recommendations for contract award.
- Assists subordinates in special circumstances requiring commitments from contractors prior to signing the contract.
- Ensures compliance with policies before executing change orders and reviews change proposals to establish priorities for change orders.
- Assists in final determination of project completion and recommends final facility acceptance on behalf of the city.
- Reviews projects for positive and negative features for future benefit.
- Screens complaints during the warranty period and delegates assignments for correction.
- Consults with subordinates on solutions during warranty periods that are outside the original contract.
- Performs special investigations, field inspections, site analyses, and feasibility studies as required.
- Participates in policy development to select competent consultants and contractors and recommends performance suitability based on evaluations.
- Performs related work as required.
Bachelor's degree in Architecture, Engineering, Building Construction, Business, Public Administration or a closely related field and seven (7) years of experience in design, construction, or management of construction projects. A license in any of the following is highly desirable:
State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractor's, Miami-Dade County or State of Florida General Building or Engineering Contractor.

Equivalent combination of training and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
SPECIAL REQUIREMENTSA valid Driver's License from any state may be utilized upon application; however a State of Florida Driver's License (Class E or higher) is required at the time of appointment and must be maintained valid throughout employment.
Special Note: An active or inactive license in the following may substitute for the required education:
State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractor's, Miami-Dade County or State of Florida General Building or Engineering Contractor.
Must be able to work a permanent or rotating shift schedule to include nights, weekends and holidays.
